Objective of the Session • To invoke Plenary discussion about : • All that we know has gone wrong? • That which we don’t know has gone wrong and why? • To lay a detailed foundation for further deepening the understanding about effective Governance in the Municipal Environment • This is precursor to the detailed technical discussions that will take place on the 9th October 2012: ( Governance & Oversight & Supportive Role internal Audit)

Problem statement: The absence of Good Governance and lack of accountability by the relevant authorities and stakeholders in the Municipal Environment: None functionality of Municipal System in its totality • Poor service delivery by the municipality (uncoordinated influx of citizens places burden on service delivery) • Poor financial Management(Poor revenue Management, supply chain management, planning) • Lack functional performance Management system(SDBIP Implementation Monitoring)

Problem statement 2/-: • Absence of Functional Risk management System ( Understanding and implementation of same sec 62 (c)(i)MF|MA • Sec 79 MSA Oversight (Rules and ethics committees, Oversight, MPAC including composition and skills • Sec 80 Portfolio ( Committees to assist Exec Mayor, Executive Committee)

Problem statement 3/-: • Audit committee ( sec 166 MFMA)( composition) • Code of councillors (Role of Speaker & Rules Committees & Whippery) • Complimentary Roles of Sec 79 & 80 Committee , Risk management Committees ,Performance Committees ( combines assurance Model) • Service Delivery Protest

Sound Political Leadership Strong Organisational Capacity Governance Good governance practices that facilitate transparent, accountable and participative decision-making and oversight Priorities and Policies Priorities and policies that address the community’s social and economic development needs, with a sustainable emphasis on the interests of the poor Staff Competent and dedicated senior managers Key technical positions filled by competent staff Employees committed to serving the community Systems Key decision-making, management and reporting systems in place and functioning Efficient and effective service delivery systems Plans and Budgets A sound spatial development plan Integrated and sustainable IDPs and Budgets Sound revenue management systems Embracing elements of a functional municipality SOLUTION 3:- Embracing elements of a functional municipality Sound Administrative Leadership

  9. Sound Political Leadership Strong Organisational Capacity Political Stability Avert/ Avoid Reshuffle, Motions of No Confidence dissolution of Council and sec 139 take etc. Witchcraft????? Proper Delegation Proper Delegations in terms of Legislation Administrative Functionality Competent and dedicated senior managers Key technical positions filled by competent staff Employees committed to serving the community Risk Management Functional Risk Management ( well resourced setting the tone at the top) Risk Appetite. Internal Audit, Compliance Functional internal Audit ( well resourced ) and placed at the right level Functional Performance Management System (SDBIP) SOLUTION 4:- Embracing elements of a functional municipality
