In August 1999, the Los Angeles Regional Water Quality Control Board determined that
Groundwater in the Oxnard Forebay does not meet Basin Plan objectives for pathogens and nitrogens.
Continued reliance upon septic systems
Increases risk to public health
Degrades a valuable local water resource
In May 2001, State Water Resources Control Board
Prohibited new septic systems and discharges from existing septic systems in the Forebay
Property owners who do not connect to the CSA No. 34 sewer collection system will be subject to a penalty of up to $5,000 per day by the State of California
5. January 7, 2010 Ventura County Water and Sanitation Department Slide 5 EL RIO SEWER PROJECT – PHASES 5A AND 6 In response to State’s septic system prohibition (SSP), County Board of Supervisors directed County staff to:
Move forward with a sewer project to assist the El Rio property owners to comply with the SSP
Seek grants and low-interest financing for the project
Our Department started working on planning, design, and securing financing in 2000. Construction began in 2005.
County formed County Service Area No. 34 (CSA No. 34) in December 2005 to seek grants, low interest loans and to operate and maintain the sewer collection system
Project has three (3) components
Wastewater Treatment Plant
CSA No. 34 sewer collection system - to connect El Rio homes to the treatment plant
Work within private properties – construction of private sewer lateral, connection to the CSA No. 34 sewer collection system, and abandonment of septic systems

In lieu of constructing a new wastewater treatment plant for the El Rio Community, County has negotiated an agreement with the City of Oxnard (City) to reserve treatment capacity at City’s Wastewater Treatment Plant for the El Rio property owners.
This agreement was approved on June 21, 2005.

Provides the needed treatment capacity for the City and for El Rio
For the treatment capacity, each property owner pays the City a Sewer Connection Fee (SCF).
$3,539/residence (fixed)
$5,537/RUE for commercial (subject to change)
CSA No. 34 secured 30-year SWRCB financing to offer an installment payment option to El Rio property owners for City SCF.
7. January 7, 2010 Ventura County Water and Sanitation Department Slide 7 Sewer Collection System
CSA No. 34 is constructing the sewer collection system in phases in the community of El Rio to connect homes/businesses to the City of Oxnard sewer system for treatment and disposal.
Construction of Phases 1, 2, 3, 4, 5A (residential) 6, 7, and 7A have been completed.
Construction of Phase 5A commercial is scheduled to be completed in March 2010.
Construction of Phases 5B, 5C, and 5D began in November 2009 and is scheduled to be completed before the end of 2011.
Cost of the sewer collection system is $35.0 million.
CSA No. 34 has secured $26.0 million in federal, state, and local grants for the sewer collection system.
Balance of the financing is through a 30-year Clean Water State Revolving Fund financing.

Responsibility of the property owner
Requires a permit from County Building and Safety (B&S)
Requires inspection by County B&S
Estimated cost: $2,000-$8,000/property
County approved CDBG funding to provide very low-income families assistance for construction of the sewer lateral and abandonment of the septic tank.
Must meet income criteria in the grant application.
Home must be owner-occupied.
SCF payment arrangements must be completed.

Permit and Inspection for Work on Private Property
Obtain a Building and Safety Permit.
Before applying for a permit obtain a Sewer Will-Serve letter from the Water and Sanitation Department of the Public Works Agency
Construct a sewer lateral from home/business to the sewer lateral installed by the CSA #34 for your property.
Call Building and Safety for an inspection of sewer lateral construction within your property.
After connection to the new sewer system, abandon the septic system.
Call Building and Safety for final inspection.
