Outcomes from recent SKA Founding Board • Met at LHR on 29 September • FB appointments: • Michiel van Haarlem (ASTRON) Exec Officer until legal entity est. • Select Interim Director by 1 November • Proceed with appointment of D-G, but will not appoint until after site decision • Site Selection Advisory Cmte: • Evaluation plan approved • Legal Entity: • Incorporation by mid-November 2011 • Members, at minimum: UK, NL, IT, AU, NZ, RSA, CA, China • Resourcing: • Committed cash for SPO < required (16.6MEuro vs. 27.5MEuro) • Enough for Year 1 plan • Work on basis others will join and funding will ramp up • Business Plan group draft a revised plan to reflect expected growth in membership

Pre-Stage 1 : Planning Element CoDR-SRR Work • Purpose of Work • Planning next phase – to Element SRR • What needs to be done? • Which options are to be carried forward? • How much effort? • How much time? • What is the outcome to be presented at the SRR? • Preparation of Statement of Work to reach SRR. • Contract Phases and Milestones • Familiarisation with tasks and inputs • Analysis of input data, identify gaps • 1st draft plan • Presentation and review • Decisions on how to handle gaps and missing information • Finalize plan • Final presentation, review and delivery. • Deliverables • Reports • Scope of requirements analysis for the element level. • Consolidation and recommendation of viable technical options • Architecture documents for viable options. • Outline of work to be done on requirements, and other items identified in the SEMP for the SRR level. • Identification of resources and time to complete actual work to SRR. • Preliminary estimate of work needed to complete detailed design. • Review of gaps or missing information needed to proceed. • Prepared Statement of Work for the period up to SRR.

Resources for Planning, Requirements Development, WBS, Stage 1 work • Pre-Stage 1 Planning (Nov11-Apr12) • Assuming 5-8 Elements • 3 people/element from PrepSKA Lead Institutes => 15-24 persons for 5 months (75-120 PMs) • SPDO/SPO Domain specialists at 30% (5 persons) (8 PMs) • System Requirements Development (Nov11-Oct12) • SPO Domain specialists at 30% (5 people) (20 PMs) • Three additional System Engineers at SPO, assumed available immediately (36 PMs) • SPDO/SPO will need TBD assistance with specific tasks during the SRR preparation • Element level Requirements Development (Apr12-Mar13, PEP Table 2) • WPC s: 15 FTE/ WP on average (total: 90 FTEs)
Where are we, and what are we trying to achieve? • Still at planning stages • SPDO/SPO plan for process is solidifying • Method of interaction with SPDO/SPO not yet established • Key triggers: • Appointment of Interim Director • Possibly allows formation of consortia • Site decision: • Releases funding • D-G appointed • We establish a model for Australian participation • We talk to international partners about the formation of potential consortia • We be ready to go as soon as possible.
