  3. History • Homeland Security Act of 2002 established the Department of Homeland Security (DHS). • DHS is responsible for coordinating Federal operations within the United States to prepare for, respond to, and recover from terrorist attacks, major disasters, and other emergencies.

  4. Homeland Security Presidential Directive (HSPD) - 3 • March 11, 2002, President George W. Bush created the Homeland Security Advisory System (HSAS) • HSAS was a color coded threat advisory system to alert government authorities, private-sector stakeholders, and the general public about the risk of terrorist attacks

  5. Presidential Policy Directive (PPD) - 7 • January 26, 2011, President Barack Obama issued PPD-7 and created the National Terrorism Advisory System (NTAS) • PPD-7 reaffirmed the need for a strong, effective national-level advisory system and directed DHS to establish a new threat advisory system to replace HSAS

  6. What Does It Mean? • “Elevated Alert” • Threat levels warns of a credible terrorist threat that is general in both timing and target, or details significant trends and developments in terrorism • “Imminent Alert” • Warns of a credible, specific, and impending terrorist threat

  7. Regulatory Issue Summary 2018-03 • Intended to provide information on the NTAS to licensees who possess category 1 and category 2 quantities of radioactive material • Superseded RIS-2002-12L, RIS 2002-12M, and Revision 1 of RIS 2005-12 to better align with the security requirements in 10 CFR Part 37

  8. Regulatory Issue Summary 2018-03 • Provided specific actions to consider for the different NTAS alert levels (i.e., Elevated and Imminent) regarding: • Physical protection of category 1 and 2 quantities of radioactive materials, and • Transportation of category 1 and 2 quantities of radioactive materials and irradiated reactor fuel less than or equal to 100 grams (per 10 CFR 73.35)
