What’s Modular Employable Skills (MES) • MES is ‘minimum skills set’ needed for gainful employment
Why MES • Employable Skills in a shorter time • Life long learning in a flexible manner with multi entry & exit but without compromising the livelihood • Competency based training • Specialised skills for Vertical Mobility • Certification of skills acquired informally • Creditable & nationally accepted certificate • Accordingly, MES framework for Skill Development has been developed.
Modular Employable Skills (MES) • Objectives • To provide training to school leavers, workers, ITI graduates, etc. • Testing & Certification of skills acquired informally • Capacity building in the area of development of competency standards, curricula, learning material, assessment standards etc.
M E S ..contd. • Output • One million persons would be trained or their existing skills tested and certified, over a period of five years. • About 200 MES courses as per Industry and Labour Market demands would be identified and course curriculum developed.
Competency based Curricula • A trade committee identifies employable skills set in a sector based on division of work (job analysis) in the labour market in consultation with Industry and develops course matrix and curricula • NCVT reviews and approves curricula
TRAINING • Training can be provided by government and private VTPs • Flexible delivery mechanism (part time, weekends, full time, onsite/ offsite) to suit the convenience of various target groups • Flexibility to ITIs/ITCs to run MES courses by optimum utilisation of infrastructure available
Criteria for selection of VTPs • Institutes (including autonomous institutes) set up by Central Government / State Governments / UT Administrations. • Private Institutes of repute affiliated/ accredited to a Board / University / Council (NCVT, AICTE etc.) set up by Central / State Governments / UT Administrations • Any other type of institutions/ bodies approved by Apex committee
Training Fee Candidates belonging to SC/ST category and women will be given relaxation of 25% in training fee
Reimbursement of Training Cost • Training cost @ Rs 15/- per person per hour will be reimbursed to VTPs in respect of those successful persons who got training from the VTPs approved by DGE&T. VTPs will reimburse training fee to the successful candidates. • One time advance of Rs. 3.00 lakhs will be paid to each Govt. ITI, who will register as VTP for MES
Testing & Certification • Testing of skills of trainees by independent Assessing Bodies (ABs), preferably Employers’ Associations • ABs can not be VTPs • NCVT certificate to the successful persons would be awarded
Assessment Fee & reimbursement • Assessment fee will be Rs 300-800. • Assessment fee will be reimbursed to all successful persons who received training from approved VTPs • In respect of persons who directly come for testing of their skills, assessment fee will be reimbursed to successful candidates belonging to disadvantaged groups (SC, ST, OBC, persons with disabilities), women and poorer sections of the society. • RDATs will reimburse assessment fee along with certificate
Project Management, monitoring & evaluation • Apex Committee at national level and State Committees at State level will advise and guide implementation of the project. • The Apex Committee is chaired by the Secretary (L&E), Govt. of India and State Committees will be chaired by concerned Secretary/Principal Secretary to the State Government.
Management, monitoring & evaluation ..contd • Regional cells in 6 RDATs have been set up. They will work in collaboration with States in their region for implementing SDI-MES. • States will set up SDI cell and declare nodal govt. ITI for coordination at district level • Post training evaluation of 1% trainees certified would be done every year. • Web based software would be used for implementation and monitoring of the scheme.
DGET in consultation with Industry will identify employable skills and develop MES courses • DGE&T will empanel Assessing Bodies for testing competency • Assessing Bodies will notify testing centers and select assessors • State /UT government will invite applications from institutes which want to become VTP and will send recommendations to respective RDAT for registration of VTPs Steps for Implementation
State/ UT Governments will send an annual training plan proposal to the RDAT • Registered VTPs will admit, train candidates and arrange for their tests through assessing bodies • Skilled persons will directly register with testing centres for assessment • Assessing Bodies will conduct tests and successful trainees will be awarded NCVT certificate Steps for Implementation
Present Status • 211 MES courses approved by NCVT • Question banks for 84 courses ready • Learning material are being developed • ISTD has been appointed one of the assessing body • Applications for empanelment of more assessing bodies invited (dget.gov.in)
MES courses have been started by Maharashtra, Delhi, Gujarat, Haryana, Khadi and Village Industry Commission & Indian Institute of Carpet Technology • Website launched and all information placed on the website • dget.gov.in/mes/index.htm • Web based software for registration of candidates and training, testing and certifications details is being tested Present Status

You pay to faili.e. if you pass after getting training through VTPs, you will get reimbursement of fee. • VTPs are not Assessorsi.e. Assessors may be from Employers’ Associations to make product user friendly. • Informal assessment & formal certificationi.e. Assessors can assess on the date & time convenient to assessor & trainee.
