Playing rules are what happens at the field, court, pool, pitch, mat, rink, track, slope or range when an opponent and officials are present. Playing rules are the same for all three divisions. Playing rules are the same for regular season and championship competition. INFORMATION GATHERING STAGE – Year One The Softball Rules Committee reviews comments, ideas, questions and proposals received from coaches, commissioners and athletics administrators. A rules proposal may be forwarded to any committee member for consideration. An in-season rules survey is available to obtain input from the membership. Softball Playing Rules Process2010-11 is year one. 2011 ANNUAL MEETING – Year One The Softball Rules Committee meets to discuss rules proposals, survey results and other issues, and agrees on proposed changes. COMMENT PERIOD – Year One The list of proposals approved by the Softball Rules Committee is distributed to coaches and conference commissioners for feedback. This two-week period allows the membership to see and respond to the exact language of the proposals. PROP APPROVAL – Year One The Playing Rules Oversight Panel (PROP) reviews the proposed rules changes and comments from the membership. PROP’s charge is to look at the proposals for financial implications, safety concerns and harm to the image of the game. Items approved by PROP are incorporated into the rules book. TWO-YEAR RULES BOOK – Year One A complimentary copy of the 2012 and 2013 Softball Rules and Interpretations book is mailed to head coaches and conference commissioners. The book is available online in pdf at www.NCAApublications.com, and books may be ordered by calling 888/388-9748. INFORMATION GATHERING STAGE – Year Two During the season, the Softball Rules Committee compiles topics of interest to discuss at the annual meeting. ANNUAL MEETING – Year Two The Softball Rules Committee meets to discuss current issues and rules for future consideration. A rules committee report is submitted to PROP.
