Playing rules are what happens at the field, court, pool, pitch, mat, rink, track, slope or range when an opponent and an official are present. Playing rules are the same for all three divisions. Playing rules are the same for regular season and championship competition. INFORMATION GATHERING STAGE During the season, the rules committee surveys coaches, officials, commissioners and athletics administrators for feedback about the game. The rules proposal form, found on the back of this sheet, allows coaches to provide feedback to the committee about any issue for consideration. September to December Soccer Playing Rules Process ANNUAL MEETING The rules committee listed to the right meets in Indianapolis in February to discuss the survey results, rules proposals, and the game as a whole. February Two Weeks COMMENT PERIOD After the meeting, a list of all rules-change proposals approved bythe rules committee at the annual meeting is mailed to coaches and conference commissioners for feedback. The two-week comment period allows the membership to see the exact language and proposals before they are finalized. April PROP APPROVAL The Playing Rules Oversight Panel (PROP) reviews all of the rules-change proposals from the committee and all comments from the membership. PROP’s charge is to review all proposals for financial implications, safety concerns and harm to the image of the game. All items approved by PROP are incorporated into the rules book, and a list of rules changes is mailed to coaches in May. May 2010 TWO-YEAR RULES BOOK A complimentary copy of the playing rules book is mailed to head coaches in May. It is for the 2010 and 2011 seasons.
