Background Information • Zimbabwe Revenue Authority formulated September 2001 by an Act of Parliament. This saw the merging The Customs Department and the Taxes Department • Mission:- to facilitate economic development, trade and travel; revenue generation and collection; to enforce compliance with revenue laws and enforce regulatory controls with integrity, transparency and fairness. • IT Department composed of 25 Staff Compliment who are experienced in operations and computerisation ZIMRA Information Technology

Zimra Stations Network - Summary • Internal Linkages • +/- 45 ZIMRA locations in total • 37 locations currently connected • 5 on V-Sat (64k to 128K) • 6 on radio link (64k) • 8 on optic fibre (128k to 1MB) • 18 on Leased line (64k to 2MB) • 11 still outstanding 4 to be linked this year and the remainder there are constraints on non-availability of infrastructure 2. Private Clearances (Passenger Baggage): Asycuda++ was customised to facilitate clearance for passenger baggage and informal traders goods. A few fields are captured into the system. • Enables faster calculation of duties payable by ordinary passengers or the informal traders. • Assists in data transfer and interfacing with other applications (like SAP and CSO). Transit Focus • As landlocked country handle transit for countries north of us namely Zambia, Malawi, DRC to mention but a few of the transit handled. • Before the implementation of the transit module in Asycuda a manual system was in place. Transit documents moved physically from one station to the other. An over night facility operated by Allen Wack &Shepherd was frequently used or alternatively handed over documents to the transporter who was obliged to hand them over at the Destination office where acquittals were supposed to be carried out. • To date transit information is electronically transmitted through gates as provided in the Asycuda ++ Transit Module. This has improved the leakages noticed by the system. • 15 Stations to date linked. Those not linked it is because they do not handle transits. Currently working on legal aspects of defining transit routes. ZIMRA Information Technology
Asycuda World Preparedness • As a prerequisite for Asycuda World System Upgrades to V1.18d are in progress. To date 10 Ports have been upgraded with the remainder being completed by 30 November 2006 • Asycuda World implementations will open doors of trade facilitation through allowing flexible technologies for clients access. Supply Chain Security • Acquired cargo and baggage scanners for all major entry and exit ports • Currently installed and operational at all international airports and Beit Bridge • Subscribe to the use of UCR. • Aligning our system to the WCO data model in consultation with UNCTAD. Other Country Assistance • Currently at request of UNCTAD have released experts to impliment Uganda, Sudan • Currently in the process of releasing specialist to assist Seychelles and Rwanda ZIMRA Information Technology
Future Plans • As signatory to WCO, currently involved in the processes such as Data Model, Framework of standards which the organisation is committing to implement. • Currently working on Self Assessment beginning with E-filing with use of latest technologies • Establishment of one stop border concept with neighbouring countries – reference to SADC and COMESA. Some infrastructure in place and negotiations under way e.g. with South Africa • Interfacing of all system allowing for central repository of access to data allowing for better trade facilitation.
