Background • AST systems have been a source of emissions in the field due to: • component failures • exposure to harsh environment • maintenance and reliability problems
Overview • The basic EVR proposal includes several key components • Improved components through extended testing • Pressure management system to control fugitive emission • More stringent pressure decay requirement (TP-206.3)
Improving Component Reliability New requirement includes a 180-day testing period. Underground storage tank EVR product improvements expected to be applied to ASTs
Pressure Management Information Proposed rulemaking includes a -0.5 pressure requirement Phase II Hirt System currently being monitored for processor run information
Pressure Decay Procedure TP-206.3 Tightens up the allowable leakage for systems Enables testing of tanks with a 100-gallon ullage Updates instruments, calibration and gauges for testing
Phase I Only • District rules exempt tanks from Phase II based on: • size of tank (250 to 550 gallons is common) • installation date of tank • throughput of system • Phase I Certification provides • improved EVR components for smaller tanks • reduced costs to some smaller tanks
AST Tank Inventory Inventory of 7633 represents approximately one-sixth of fuel carriers reporting information Better tank size distribution desired - input from stakeholders welcomed
Rulemaking Schedule Staff report is scheduled to be released on March 5, 2004 Board Hearing Date: April 25, 2004
