The requirement for a Security Force/Element originated AAR comments and observations during CERFP exercises where CERFP elements, when processing large numbers of victims, had to divert personnel from S&E or DECON elements to assist in controlling the "flow" of victims through DECON and medical triage. Therefore, CERFP program manager (Malcholm Reese) integrated a "security force" into the CERFP CONOP to provide control at cordon and entry points, the expected source for this force was the state NGRFs. In 2008, NGB-J39/NGB-J8 identified a gap in CBRNE capability (PPE/Training) in state NGRFs to support this task. The original NG Functional Solution Analysis working group that developed the HRF concept used the CERFP security force concept as the basis for HRF security force. The FSA WG wargamed the "security force" for the HRF in Jun 2009 - the primary task was to: provide control at cordon and entry points. OSD/USNORTHCOM were briefed and concurred with NG approach (task: to provide control at cordon points) to HRF security force during the 2009 QDR Issue Team review of the HRF Concept.
