USNORTHCOM Strategic Construct USNORTHCOM’s planning and execution of military operations needs to be integrated and synchronized within a larger National Security and Military Strategy construct, and in coordination with other combatant commands and government agencies. The most important priority is to protect our homeland. We also recognize our responsibilities under the NORAD and Canadian-US agreements, as well as North Atlantic Treaty (i.e., Article V). NORTHCOM’s areas of interest and influence extend across two major dimensions. In the Forward Regions (Example- Operation ENDURING FREEDOM), NORTHCOM will be responsible for providing consequence management to other combatant commanders and coordinating with other commands to ensure seams (i.e., C4I and Area of Operations boundaries) are addressed and covered. The NORTHCOM mission includes homeland defense operations against potential threats and assists the efforts of a Lead Federal Agency in a civil support role or for consequence management. USNORTHCOM on 1 Oct 02 On 1 Oct 02, NORTHCOM will assume the following missions and responsibilities: Operation NOBLE EAGLE Security cooperation with countries in the NORTHCOM area of operations Ownership of appropriate plans from US Joint Forces Command and US Element NORAD Fully functional 24 / 7 command center providing the commander with situational awareness and command and control of forces On 1 Oct 02, NORTHCOM will assume the following missions and responsibilities: Operation NOBLE EAGLE Security cooperation with countries in the NORTHCOM area of operations Ownership of appropriate plans from US Joint Forces Command and US Element NORAD Fully functional 24 / 7 command center providing the commander with situational awareness and command and control of forces

Department of Homeland Security Office of Homeland Security & Homeland Security Council remain New department would be responsible for: Security of U.S. borders, transportation, ports, and critical infrastructure Managing federal emergency response activities Analyzing intelligence from multiple sources for homeland security implications Coordinating threat and preparedness communications with state and local govt, domestic population, and private industry Helping to train and equip first responders Coordinating national efforts to protect the U.S. against weapons of mass destruction Several departments/agencies would be transferred to the new department; for example: FEMA Customs Service CIAO Secret Service Border Patrol Select DoE labs & pgms Coast Guard TSA Animal & Plant Insp. Svc INS Natl Info Protection Ctr Federal Protective Svc
