G20 Summit declared NSSE:National Special Security Event (DHS) Based on Homeland Security Presidential Directive (HSPD) 7 and 18 USC § 3056 U.S. Secret Service in charge of security FBI in charge of law enforcement and FEMA in charge of consequence management EPA assisted FBI, FEMA, DOE, city and county. EPA G20 Summit Pre-deployment

Radiation Monitoring Assistance for DOE/Allegheny County: • Chaired by USSS/DOE • Key participants included USSS, FBI, DOE, EPA, Allegheny County • EPA attended planning meetings and • conference calls; • Provided radiation monitoring equipment • Assisted with radiation monitoring at convention center and city areas EPA G20 Summit Pre-deployment

Command Post Rodeo – 07/23/2009Pittsburgh International Airport • Chaired by PA Region 13 Taskforce Communications Group • Gathering of EPA, PEMA, Region 13 Counties, • City of Pittsburgh, and Airport Response Agencies, • Communications Assets for showcasing/familiarization • and interoperability testing • EPA conducted a successful test of the ACU-1000 Modular Interface/Interconnect System to communicate among Command Posts and other handheld radios EPA G20 Summit Pre-deployment

EPA Emergency Response Team (ERT) • National EPA resource that can provide 24/7 emergency response, real-time monitoring and on-site analytical services • ERT provided a familiarization of capabilities and operations during pre-deployment ops • ERT pre-deployed a health physicist along with other technicians for G20 EPA G20 Summit Pre-deployment

Airborne Spectral Photometric Collection Technology (ASPECT) Team – Los Alamos National Laboratory, NM • Twin-engine • Aerocommander 680 aircraft • On standby at Washington • County Airport • Collected aerial photography • prior to airspace restrictions • Remote airborne detection system that provides • information about exact locations of contamination • and aid in avoidance of those hazardous areas for • first responders EPA G20 Summit Pre-deployment

EPA Pre-deployment planning for G20 Summit • Drafted Concept of Operations (CONOPS) • and Incident Action Plan documents • EPA implemented the use of the ICS System • Attended PA Region 13 Knowledge Center Training • Established accommodations and safety plans for • two outposts locations (Washington Airport • and Greentree) • Established GIS project for greater Pittsburgh, • Allegheny County and surrounding counties. EPA G20 Summit Pre-deployment

EPA Pre-deployment operations for G20 Summit • Constant readiness through National/Regional • Response Center • Provided radiation monitoring assistance during event • Set up Greentree outpost as command post in hotel conference room – multiple resources • Used contractors as a mobile “rover” unit as • eyes and ears • Utilized real-time incident notification via response • frequency monitoring and Knowledge Center EPA G20 Summit Pre-deployment
