Reservoir Safety Review of our approach to Swimming Requests Paul Phillips Catchment Manager (North)
Individual challenge Large triathlon events Summer days
The need for a clear policy Fatalities and injuries in 2008 – our role as a responsible business Recent inconsistencies – some High profile events allowed leading to raised expectation of applicants Renewed interest in wild swimming - more requests An opportunity to offer some venues and facilities ?
The Risks • Biological – affecting water quality • Biological – affecting swimmers • Physical – affecting swimmers and rescuers • Corporate responsibility and the mixed message if we allow events
Summary of our recommendation to the business following internal consultation • Continue to proactively disallow general access to swimmers and bathers • Make Three reservoirs available for well managed events where the access, size and facilities are suitable and there is a Catchment team in the location – Thirlmere, Rivington and Torside • Establish terms and conditions • Integrate the into our access / charging policy
Summary of early responses from the business • Findings and recommendations presented to Reservoir safety group, Treatment Managers and Operations board and considered more carefully by Legal and corporate responsibility section • Biggest concern still focussed on mixed messages • A willingness to consider very high profile swimming events only • A request for options which encapsulate what constitutes the high profile events to allow a final recommendation
