Session 22 NSLDS - Transfer Student Monitoring Jim Yoder & Ron Bennett
Session Objectives • Understand responsibility of monitoring mid-year transfers • Learn basic steps of Transfer Student Monitoring (TSM) process • Identify options for performing TSM
What is Transfer Student Monitoring (TSM)? The process by which NSLDS provides financial aid history information for mid-year transfer students directly to schools that request it.
Who is considered a mid-year transfer? • Students that transfer from one school to another during the same award year (July 1-June 30) • Includes students who were enrolled at another school on July 1 or later and subsequently transferred to another school (summer school) • Does not include students whose enrollment at another institution ended during a previous award year
How does the TSM process help schools? • Reduces administrative burden • Manages student eligibility information • Notifies automatically when changes affect eligibility
The TSM Process • Inform - School informs NSLDS of students to be monitored • Monitor - NSLDS monitors data received and determines who to notify • Alert - NSLDS alerts new school of relevant changes
TSM - Inform • School informs NSLDS which students to monitor • Must Include: • Applicant identifiers • Enrollment Begin Date • Monitor Begin Date (optional)
TSM - Inform • Inform Input methods: • Web • Transfer Monitoring List • Batch • Send data file to NSLDS • TRNINFIN – School batch inform file • TRNINFOP – Error/Acknowledgment file
TSM - Inform • Batch File • Record length = 150 bytes • Header, Detail and Trailer records
TSM - Inform • Batch File • Detail Record (one per student) • Applicant identifiers • Enrollment Begin Date • Monitor Begin Date • Request Indicator • Delete from Monitoring and Alert list
TSM - Inform • After informing NSLDS of mid-year transfers, a school must: • Wait at least 7 days before disbursing aid • Unless: • School verifies financial aid history on NSLDS web site • Or: • School receives an Alert during 7 day period
TSM - Monitor • What does NSLDS monitor? • Changes in Pell Grant and Loan data • New originations • New, changed, or cancelled disbursements • Changes in award amounts • Changes in Loan Outstanding Principal Balance
TSM - Monitor Why does NSLDS monitor? • Because changes since the last ISIR record or Alert was generated could impact student’s eligibility.
TSM - Monitor When does NSLDS monitor? • From Monitor Begin Date • Date student is added to list (default) • Future date entered by school • To the 91st day after Enrollment Begin Date • Stops automatically
TSM - Alert What is an Alert? • The notification from NSLDS that there has been a change that may impact a student’s eligibility
