Transition For Re-entry A coordinated effort that involves all of DOC, many local, state and federal agencies, and private organizations working together To holistically address those issues that either support or prohibit people, who have made mistakes, from achieving positive changes to their lives so that they may become productive, contributing citizens.

  8. Step 2:DEVELOP PARTNERSHIPS • Within DOC (Prisons, OTS, Others) • With Other State Agencies (DOL Apprenticeship Program, DOT, OSP) • Trade Associations (Training, Job Fairs) • Community Colleges • Private, Non-Profit Organizations • Private Employers

  9. We Don’t Have Time To Reinvent The Wheel • Apprenticeship programs can be a vital part of a transitional program designed to prepare inmates for their release from prison.

  10. Apprenticeship is Ready Made • Nationally Recognized Credentials with the US Department of Labor • Established Occupational Competencies by DOL • Established Training Goals and Measures • Established Recordkeeping System • Ensures Quality Training • Improves Productivity • Reduces Turnover

  11. What is Apprenticeship • Skilled on-the-job-training • A formal system of training that combines on-the-job training with related technical instruction • Requires a minimum of 2000 hours up to 10000 hours • Takes new employee from apprentice to journeyman status

  12. Inmates: Work and Learn under supervision of skilled craftsmen Attend Technical Classroom Instruction Journeyman Certificate for Completers May receive credit for previous training with employer

  15. Assessment & Planning • Inmate’s health, interests, experiences, education, emotional state, outside influences, occupational training. • Plan and prescribe programs that address the identified needs and sets milestones for accomplishment.

  16. During Incarceration Years Must Address • Health Care Issues (Including Substance Abuse) • Emotional/Psychological • Education (must have H.S. or GED) • Life skills (Personal Care, Behavior, Taking Directions) Continued Re-assessing and Re-focus on Problem Areas

Job Training & Certification During Last 2 – 5 Year of Incarceration • Training in an occupation of interest • Specific job training in a marketable skill • Certified, portable credentials - Portfolio • Classroom and OJT - Apprenticeship • Job accomplishments - Recognition • Building self confidence and reliance.

  19. Life Skills Training(Responsibility) • Work on time • Work Quality • Balancing Priorities (Long & Short Affects) • Personal budgeting and preparation for the “outside” • Interview skills (Job Fairs, employment contacts) • First six month planning with milestones – Move to the positive

  21. Assess Jobs & Training With The Objective of Providing; Opportunities that lead to a Livable Wage Skills that are Portable & Meet Certified Standards Model for Pursuing Excellence Life Skill Training

  22. TRANSITION: A Process of Enhancing and Developing Skills • Completion of minimum education and job skill training • Completion of Life Skill Training • Re-entry plan of action with milestones • Employment counseling • Mentoring and assistance

  23. RELEASE 60 – 90 Days Prior • Release Plan is developed & verified; • Soc Sec Card, Photo ID completed; • All Certificates and Achievements in the Transition Document Envelop; • Offender receives community support contact information
