However, as people return to a 'new normal', what changes will we see as a result of the pandemic? uring the peak of the Covid pandemic there were dramatically fewer fatal accidents reported from workplaces. In most countries there were During the pandemic, measures such as shutdowns and furlough reduced exposure to Covid and removed people from hazardous work activities. However, in the UK the number of fatal accidents actually went up in 2020/21 (from an abnormally low base in 2019/20), even though the HSE reported a 27% reduction in the number of accident reports. In the USA the number of fatalities fell by 10.7% (2019 to 2020). The reasons for these contradictory indicators are not yet fully understood, as the data used to interpret the impact of Covid has been significantly distorted. HSE's "Technical Report The impact of the coronavirus pandemic on the interpretation of health and safety statistics 2020/21" notes that: "It is too soon to say exactly how the world of work will evolve in the coming years as we adjust to the long- term presence of coronavirus in the community, though it is looking increasingly likely that there will be a long-term legacy on working conditions in many workplaces.” HSE also noted: "Rapid changes in how and where people were working, changes in work intensity, and perceived job insecurity, even if working conditions did not markedly change, all have the potential to affect workers' health in a number of ways.” What has changed 'Work from home' is something that can only be achieved for some workers, mainly office based. The jobs that have moved to 'homeworking' tend to also be those with the lowest health and safety impact (in terms of historic injury and disease). Many of those in front-line support roles cannot undertake work from home (such as bus drivers, shop assistants and nurses). Many factory workers, needing to physically interact with machinery and materials, cannot work from home. But work has also changed for these groups. The issue considered here is how long-term health and safety at work may have changed. The future 'normal' is likely to have several outstanding issues: the increased automation of work; increased use of contactless technologies; increased lone working; reduced contact with other workers; and, more flexible working hours all have long-term implications for people's health and safety. Automation and technology Historically, more technology resulted in safer workplaces. Investment in new technologies was already underway before the pandemic, and has been accelerated MARCH 2022 29
duties in this issue. In many ways, the increased technology (even contactless payment) has reduced human interaction and left some feeling they are 'nothing more than parts in a machine'. Flexible working The discovery that people do not all need to arrive at once and leave together to make workplaces operate, has come as a shock to many companies. This may be the biggest cultural change that many workplaces have experienced. The health benefits from these changes are considerable, including reduced stress and better home / work balances. Add the introduction of voluntary homeworking (with reduced office space needs) and many companies are very willing to maintain these changes after the pandemic is 'over'. Savings from shorter, less crowded commuting times (with less pollution) may also provide society with benefits that are not normally measured. by the changes introduced. It is unlikely that new technologies will be removed, so these changes are likely to be permanent. However, new technologies often have hidden safety issues and can increase stress and isolation (including increased lone working). Many changes have been rushed in, and will require some effort to fully integrate into company systems. The knock-on effects may last for decades.
