What is EAPN-ES? • Member of EAPN Europe. • Formed by 8,000 organizations throughout the Spanish territorycommitted with the social inclusion of people experiencing poverty and social exclusion. • 19 regional networks and 16 national entities. • EAPN ES is a member of the Third Sector Platform, also integrated by Caritas Spain, Spanish Red Cross, ONCE, CERMI, Platform of NGOs, Platform of Volunteers.
What is EAPN-ES? Main Objectives: • Promote the efficiency of actions to fight against poverty and social exclusion. • Increase the participation and empowerment of people in poverty and social exclusion. • Bring poverty and social exclusion in the center of political debatein the Spanish state and its autonomic regions, and make it a priority.
Firststeps EAPN-ES was created in 1991 and re-founded in 2004 as network of NGOs committed to the inclusion of people suffering poverty and social exclusion.
Death and Re-Birth of EAPN-ES • Financial problems and dissolution. • 2002: some regional EAPN and National entities create "NGO for Inclusion“ (EAPN-CLM; EAPN-Andalusia, EAPN-Navarra, Spanish Red Cross, Spanish Caritas and Fundación Secretariado Gitano (for Roma People) • Rebirth of EAPN-ES in 2004 with the help of EAPN Portugal

Governance and internal democracy General Assembly Highest authority of EAPN-ES. Mixed Structure: - 19 Regional Networks delegations composed of: 4 network members + 1 to 4 members depending on region population. - 16 members of national NGOs PEP Participation: 2014 GA decided to improve participation strategy within management bodies: Add 1 PEP Delegation or include at least1 PEP in every Regional network delegation
Governance and internal democracy EXCO & BUREAU EXCO: 1 member from each regional network (19) + 5 members of national NGOs. Propose the General Assembly’s (GA) work programme, execute the GA’s decisions, decides on lobbying actions. BUREAU: 10 Members (8 + 2) Address affairs of the EAPN, manifested by its Executive Committee and staff.

Participation Groups 1 PG at national level: • Discusses and Proposes the topic of the PEP National Seminar. Sept 2015 Barcelona Seminar: “Right to Housing & Homelessness”. 19 delegations (6 people each: 4 PEP + 2 network workers or volunteers). • Coordinates activities & participation projects with other European Networks, NGOs, etc. 10 PGs at regional level: • Regional Seminars, workshops and meetings to prepare the National Seminar. • IRPF Funds - Training activities aimed at improving participants skills (works on fundamental rights, proposals to politicians, etc.)

Advocacy at national & regional level • Formal & informal meetings with the Ministry of Health, Equality and Social Policy, with the Autonomic Governments, with EU Commission representative in Spain and with Spanish MEPs. • Third Sector Platform Civil Dialogue Commission. • Create spaces to foster an effective communication between people at risk of exclusion and politicians.
Advocacy at national & regional level How to measure our lobbying activity? Within MASS Project, defining Impact Measurement Indicators (number of meetings with Ministries or relevant DGs, EAPN-ES Position Paper or Specific Reports used by Political Parties in parliamentary debates, commissions, etc. Impact on media, …)
