  10. LIHEAP/Weatherization Application • LIHEAP/Weatherization • Households apply for both programs in tandem with one form • Subgrantees administer both programs • Process applications, determine and award benefits, manage vendor contracts

  11. Program Dates • LIHEAP • October 1 to September 30 (Program Year) • Subgrantees contract cycle as well • November 1 to April 30 (Heating Season) • Begins October 1 for households with a member who is 60 years of age or older, disabled • Weatherization • April 1 to March 31

  12. Income Guidelines • LIHEAP • 175% of the Federal Poverty Level • Verification Period • 30 Days • Most recent 12 months • Most recent calendar year

  13. Income Guidelines • Weatherization • 200% of the Federal Poverty Level • Verification Period • Same as LIHEAP

LIHEAP Heating Season • Regular LIHEAP Benefit • $470 average benefit ($40 min/$720 max) • One-time payment to utility (made to applicant in select cases) • $500 minimum for propane and fuel oil customers • First-come, first-served • Have 30 days to make a determination on applications once all required documentation has been submitted

  16. Crisis Program • Disconnects or other crises, such as failed heating systems, are addressed within 18/48 hours • Funding limited (7%) • Agencies determine how funds will be spent, within certain guidelines

  17. Crisis Components • Heating System Repair/Replacement (homeowners only) • Temporary shelter, purchase of blankets, portable space heaters • Emergency Delivery (deliverable fuel) • Emergency Reconnection • Service Continuity • Emergency Cooling (medically necessary)
