Background • Initial phase of ETO • Status of multiple coordinated efforts that focus on evacuation management • Building blocks for subsequent phases of ETO • Assess potential “gaps” in use or application of ITS in support of evacuation – all hazards • Determine support tools and resources needed

ETO - • Application of Technology to Transportation Operations in Biohazard Situations Evaluate the roles of transportation during a biohazard situation and make recommendations to apply advanced operational methods and technology to accomplish those roles effectively. • Biohazards workshop, Madison, WI • Workshop proceedings report completed

  8. ETO - • Low Cost Evacuation Route Surveillance Evaluated available technologies; deployed several varieties of camera devices • Field Operations Test – rural Nebraska • Examined the cost, maintenance, power, weather resiliency etc. • FOT and Recommendations report completed

  9. ETO - • ITS to Improve Response by Towing/Recovery and Hazmat Provide cell phone cameras to first responders in the National Capital Region – image transmission to dispatch and to secondary responders Test Bed: Capital Wireless Integrated Network (CapWIN) • FOT in progress

ETO - • Communicating With the Public Using ATIS During Disasters Analyze traveler information needs during disasters & develop guidance for transportation agencies • Houston workshop - produced material for ConOps • Pending FOT – San Diego, using ConOps to develop a strategy for using traveler information assets during disasters for a specific location

  18. 9-1-1 in the United States • 6124 Public Safety Answering Points (PSAPs) • Majority administered at the local government level • First 9-1-1 call in 1968 • Approximately 96% of geographic US covered by some level of 9-1-1 • 99% of Population • 200 million 9-1-1 calls annually across country • @ 1/3 by wireless telephone

  19. Wireless 9-1-1 in the United States • 219+ million wireless subscribers currently • 72% of US Population • More than 240,000 wireless 9-1-1 calls per day • In most metropolitan areas that exceeds 50% • and growing • Est: By 2008 @12-15 million households using VoIP

  22. Consensus within the 9-1-1 Community Capitalize on advances in technologies that provide: • Quicker and more accurate information to responders • Better and more useful forms of information • More flexible, secure and robust PSAP operations • Lower capital and operating costs

NG9-1-1 Project: The Goal Long Term Goal: To design a system that enables the transmission of voice, data or video from different types of communication devices to the Public Safety Answering Points (PSAPs) and onto emergency responder networks. Major Milestones: • National architecture and high-level design for NG9-1-1 System • Proof of Concept • Transition plan for NG9-1-1 implementation

NG9-1-1 Initiative: ITS Considerations • The ability to generate and communicate new data and information about an emergency incident • More effective incident management • Safer First Responders • Fault tolerant, flexible infrastructure in place to support flow of multi-media forms of data and information from and to all types of devices (e.g., VII, ACN, telematics, highway and traffic information, etc.)

ENHANCE 911 Act (PL 108-494) • Requires NHTSA and NTIA to coordinate on 9-1-1 • Create an E9‑1‑1 Implementation Coordination Office (ICO) (“National 9-1-1 Office”) • Facilitate coordination and communication (incl. FCC and DHS) • Grant Program • DOT is authorized up to $250 million per year (no funds appropriated to date)
