Mission and Values • The Institute’s mission is to enhance the capacity of Florida governments to effectively serve their communities through education and training, technical assistance and applied research, and public service. • The Institute adheres to the core values of Commitment to Excellence, Learning, Balance, and Integrity.

Education and Training The core purpose of the Institute’s education and training programs and services is to develop, improve and enhance the knowledge, skills, and capacity of state, regional, and local government officials, executives, administrators, and staff. • Contract Workshops, seminars, and conferences conducted for individual agencies, departments, organizations, or governmental units and targeted to specific needs. • Open Enrollment Workshops, seminars, and conferences sponsored by the Institute to provide standardized training programs and services applicable to individuals or groups.

Technical Assistance and Applied Research • The core purpose of the Institute’s technical assistance and applied research programs and services is to provide direct, or enable the delivery of, needed expertise and professional services to efficiently and effectively meet the needs of state agencies, local governments, public service nonprofit agencies, and the communities we serve. • These services are provided by in-house professional staff and through collaborative partnerships with University faculty and staff, state and local government colleagues and peers, and private sector experts.

IIMC Certification Process: Role of IOG • Serve as Official State of Florida “Institute Director” * IOG at Florida State University, Officially Designated Education Liaison with IIMC * Approve and Submit Proposed FACC Fall and Summer Education Academy Curricula, FACC/IOG/CFLGE Webinars, FACC District Sponsored Education Programs, and other programs for Official IIMC Credit Approval * FACC Board of Directors, PEC and Other Professional Committee Participation and Assistance * Assist in Program/Curriculum Development and Securing High Quality Speakers
PURPOSE AND VALUE • Obtain and Develop Important Knowledge, Skills, and Abilities to Perform Clerk Responsibilities • Professional Recognition and Designation that KSA’s and competencies have been learned and acquired; • Personal and Professional Recognition and Distinguishment Among Colleagues and Peers • Competitive Edge in Clerk Career and Job Market
Types of IIMC Professional Designations • Certified Municipal Clerk (CMC) • Master Municipal Clerk (MMC)
Certified Municipal Clerk (CMC) Requirements 1. Serve as Municipal Clerk, Deputy Clerk, or perform core administrative duties of Municipal Clerk for Legislative Governmental Body including: a. General Management b. Records Management c. Elections d. Meeting Administration e. Management of By-Laws, Articles of Incorporation, Ordinances, etc. f. Human Resource Management g. Financial Management h. Custodian of Official Seal *Deputy Clerks and “Others” must perform at least four of the above duties*
Certified Municipal Clerk (CMC) Requirements 2. Active member of IIMC for minimum of 2 years 3. Sign and adhere to IIMC Code of Ethics 4. Complete and Submit Application for Admission for CMC to IIMC 5. Furnish a Letter of Sponsorship from IIMC Clerk Member; 6. Attain Required 120 hours (60 Points) in Professional Education 7. Attain Required 50 Points of Experience 8. Complete and submit to IIMC Application for CMC Designation including related documentation such as certificates, transcripts, work history proof, etc. 9. CMC designation awarded by IIMC!
CMC Required Education Points Must attain 120 hours/60 Points! How? a. FACC Professional Education Academy (you are here!) b. IIMC and FACC Annual Conference Sessions c. FACC District/Regional Workshops d. Other Pre-approved workshops and conference sessions e. Bachelors Degree or Higher in Public Administration or Related Field (20 points) f. Bachelors Degree or Higher in Unrelated Field (10 points) g. Associate of Arts Degree (5 points) h. Up to One-Third (20 Points) Can be attained via pre-approved Distance Learning Programs (must be approved by IIMC)
CMC Required Experience Points Must attain 50 Points! How? a. Full-time Municipal or Deputy Clerk (4 points per year with maximum of 40) b. Part-time Municipal or Deputy Clerk (2 points per year with maximum of 40) c. Other full-time, local government administrative positions ( 2 points, max 30) d. Administrative position in federal, state, or provincial gov’t (1 point, max 30) e. Administrative position in private business (1 point, max 30) f. Attendance at IIMC Conferences (4 points per conference, max 20) g. Attendance at regional IIMC, FACC, and FLC Conferences (1 point per 6 hours of training, max 10 points) h. Public Administration-related business/vocational courses (1 point per 10 hours of training/education, max 10 points) i. College or University Credits (1 point per credit hour, max 10 points) j. Up to one-third (20 Points) of required experience points can be attained via IIMC pre-approved Distance Learning Programs Special Note: Approved Education hours/points can be substituted for Experience Points once education points have been satisfied.
Master Municipal Clerk (MMC) Requirements • CMC designation in good standing • Member of IIMC in good standing • Reaffirm Commitment to IIMC Code of Ethics • Complete and submit Application for Admission into MMC Program • Attain 60 points (120 hours) in Advanced Education • Attain 40 points in Professional and Social Contributions • All points/hours earned towards the MMC designation must be dated after any prior designation (i.e., CMC designation) • Complete and Submit to IIMC Application for MMC Designation including related documentation such as certificates, transcripts, etc.; • MMC Designation Awarded By IIMC!
MMC Advanced Education Requirements HOW AND WHERE? • MMC-approved courses at FACC Professional Education Academy (PEA) • MMC-approved courses at IIMC Conferences • MMC approved courses at FACC Conferences • MMC-approved courses at FACC District/Regional Programs • Other pre-approved programs (e.g., IOG, League of Cities, etc.) • Up to two-thirds of MMC advanced education hours (112 hours) can be attained through distance learning (must be pre-approved by IIMC) • Academic credits from accredited universities (2 points per credit hour, max of 6 points)
MMC Professional and Social Contribution Requirements HOW? • IIMC Board Member • Chair of IIMC or FACC Committee • Officer of FACC • Attendee at IIMC Annual Conference • Attendee at IIMC Regional Meeting, FACC Annual Conference, FLC Conference • Presenter/Instructor (not moderator) at IIMC, FACC, or Regional Program • Active Member of IIMC or FACC Committee Advanced education points can be substituted for Professional and Social Contribution points (but not vice versa)
CRITICAL INFORMATION TO REMEMBER! • Complete Ideas to Action Forms (IAFs) in a thoughtful, serious manner for each education session attended and turn in to registration desk BEFORE leaving the PEA. • If you do not adequately complete the IAF for each session attended or do not turn them in, you will NOT receive credit hours or points for the session. • Remember to get your name badge SCANNED for each session you attend! • Upon receipt of each official certificate of completion, make a copy and forward the copy to IIMC. Keep the original copy of all certificates for your personal documentation that can be included when you are ready to submit your CMC and MMC Applications for Designation. You may need them to verify your hours/points. • Courses can only be used once toward certification requirements. You cannot count a course or session twice for CMC and MMC • MMC-approved courses can be used to satisfy CMC requirements; however, CMC courses cannot be used for MMC.
CRITICAL INFORMATION TO REMEMBER! • Education points can substitute for CMC experience points once the required number of CMC education points has been satisfied. Experience points cannot substitute for required CMC education points. • Clerks cannot begin obtaining credits toward their official MMC designation until AFTER they have officially received notification that they have achieved the CMC designation • Advanced education points can substitute for MMC Professional and Social Contribution points once the advanced education points have been satisfied. Professional and Social Contribution points cannot substitute for required MMC advanced education points/hours. • CMC and MMC candidates can only count their Bachelor or Higher Education degree, or AA degree once as part of their certification (either for CMC or MMC).
