The EU Water Framework Directive (2000) • set high environmental objectives for all water bodies (surface, groundwater and coastal) for 2015 • possibilities of derogations (2021, 2027) with consistent justification • development of River Basin Management Plans and Programmes of Measures • use of economic approach (cost-benefit analysis, cost-recovery)

Stakes and challenges • impact of the basic Measures (i.e. implementation of the UWWTD) on water and sanitation price • what will be the financing available and who will finance/implement • new role of Municipalities regarding Water and Sanitation services (financing, follow up of performances and water price) • integrate the social issue (4%)

Conclusions • impact on water price…..the user’s perception of quality of the water and sanitation service must also be upgraded • new challlenges for the Municipalities : new tools, new skills • the necessity to develop partnership (with Ministries, River Basin Directorates, DKer) to implement these RBMP • be aware of the social aspect
