Effective Aid • Aid is a critical part of the Sierra Leonean economy, amounting to around 20% of GDP, and roughly equating to Government’s own spending • Sierra Leone is a signatory to international agreements aimed at improving aid effectiveness. • Paris Declaration. • Principles for Good International Engagement in Fragile States and Situations (Sierra Leone a pilot country) • Accra Agenda for Action • Effective Aid: helps to improve development targets. • Sierra Leone has improved over the years in meeting internationally agreed targets on Aid Effectiveness such as the Paris Indicators. The Sierra Leone Aid Policy • Developed in line with the Principles of the Paris Declaration(Alignment, Harmonisation, Mutual Accountability, Managing for results) • Presented at the 2009 CG with the buy in of all DPs • Aid Policy Implementation Action Plan Developed and being implemented DAD CoP, Yerevan Armenia. 20 – 24 JUNE 2011

Project Implementation Monitoring through Aid Information • Aid information sharing continues to pose a challenge. • Without accurate and timely aid data, the Government is unable to plan effectively, identifying duplication and critical gaps. • Government has initiated a process in which we collect project information from Focal Points and enter them in the DAD. • The Government continues calls for all partners to use the DAD as their central reporting framework. Challenges • Enter all data collected in the field into the DAD • Create a database that will be use to for continued M&E • MDAs need to internalise the concept of DAD and reporting in general • Incorporating NGO Contributions into the DAD. • Connectivity Issues - Offline Vs Online DAD • Lack of detailed information in the DAD. Way Forward • Decentralizing the DAD • Financial Support to sustain and improve on the DAD. Information is power and therefore is costly • Harmonising Procedures • Increase accountability of partners: DAD CoP, Yerevan Armenia. 20 – 24 JUNE 2011
Conclusion • Government led aid coordination is critical to making aid more effective • The Government asks for the continued cooperation and support of all its partners in: • Working in a harmonized fashion to support the consultative Aid information process • Complying with our reporting procedures through the DAD so that aid data is timely, comprehensive and accurate DAD CoP, Yerevan Armenia. 20 – 24 JUNE 2011
