  5. H Record • Will be used to submit changes to the Highly Qualified Code and Flexibility Criteria flag in IPAL • Similar to the changes that have been made in the IPAL SSWS application • An “AH” file will be submitted without any other records after the MSC collection is successful

  6. H Record Elements • Record Type • Constant H • Section ID • Must match a Section ID provided in the C Record • Serving Division • Must match the Serving Division provided in the C Record • Serving School • Must match the Serving School provided in the C Record

  7. H Record Elements (Continued) • Local Provider ID • Must be a Local Provider ID provided in the D Record • Highly Qualified Code • “Y”, “O” or “N” • Make sure to correct all classes with the same SCED Code or you will get an error • Flexibility Criteria Flag • “Y” or “N”

  8. H Record Scenario Mrs. Fields teaches Math and Science at Luray Middle School (0400) in Page County (069). She starts out the school year endorsed to teach Math and submits her paperwork to DOE Licensure to get her endorsement in Secondary Science (Grades 6-12). She receives her Science endorsement in December after the division has submitted their FALL MSC. As a result, Page County will submit H Records for this teacher.

  9. MSC Reporting Questions

SCED Code 73039 • Can only be used for out-placed students • Will be a Warning on the EOY since it has been available on the crosswalk for all courses • Will turn into a FATAL error on the Fall MSC and will not have any endorsements tied to the code on IPAL • Will also get a Warning if a Defined Class Type is not linked to the class • To report special education classes, use the “multi-grade” codes for each subject

  11. AP/IB Courses • Report AP/IB courses with an “X” and not a blank • It will be an error if the field is blank and you are not using Virginia Course Codes

  12. SCED Sequencing • MSC will collect Part ‘n’ to determine if the course is Advanced, II , III and above.  • The courses will the same SCED Code • If the course is Advanced or II level of the course (Part n) should = 2.  • If the course is a III level course (Part n) should = 3.  • Examples: • Floral Design I: 18056 G 1.00 1 2 Floral Design II: 18056 G 1.00 2 2 • Accounting: 12104 G 1.00 1 2 Advanced Accounting: 12104  G 1.00 2 2

  13. E Record • Submit only one E Record for each Local Provider • You will get an error that you have more than one Local Provider with the same ID otherwise D Record E Record

  14. Final Grades • Announced in the Superintendent’s Memo dated May 24, 2011 • Only required for Grades 6-12 • Remember to only use grades that apply to Secondary classes • Can be submitted for K-5 without an error

  15. Administrative Experience • Administrative Experience fields have been added to the G Record for IPAL purposes • Division Administrative Experience • Virginia Administrative Experience • Total Administrative Experience • The B Record Experience fields will now only be for teaching experience
