  2. Update fom EAS Board for EMF • 1. Paper from LSA Project Group –React EAS Board; • 2. FCL Implem. Rules. including LAPL (now at the Commission). • 3. Modification to 2042 Part 66 for B3,L1,L2 (Derogation extension by 1 year up to 28 Sept 2011) • 4. CRD Medical - EASA Workshop; • 5. CRD NPA 2008-22 on Autho Req, Organis Req, Apr Tng Org - EASA Workshop; • 6. SERA the evolution of the issue and conlusion. • 7. Draft ToR for MDM 055 and MDM 060 • Dates to remember.

Reminder: The EU process for modification or for a new Implementation Rule. • Upon request of the Commission: Proposed ToR by EASA to SSCC & AGNA ….Study by EASA (WG) of mod or a newI.R. upon request of the Commission; • Consultation of stakeholders (NPA procedure); • Response of stakeholders (CRT procedure); • Comments from EASA (CRD procedure); • Response from stakeholders; • Proposal and opinion of EASA for modification or new I.R. sent to the Commission. • Commission study + MS Expert Grp, + the new Right of Parliament • Publication

  4. 1 About LSA Project Group paper • Because the paper was sent to Board Members on13/9 PM. No Board Mbr had the chance to read it before the meeting on 14/9. • Reaction of the Board: -EAS supports the LSA concept; -wishes the paper be approved by EMF GM which can bring some minor amdt; -will again put this point at Agenda 22 Oct so comparison can be made between Hawk Recom to EASA and the EAS/EMF/LSA Proj Gp position. -chair (RS) concluded that EAS has always, promoted the LSA concept with similarities to the USA/LSA concept. -RS suggest EMF to have coordin meeting with EPFU and EFLEVA • HAWK/EASA Workshop :19 Oct : Participation from LSA Proj Gp (and EMF) recommended. Official documents have been sent by LB to EMF Group on 28 Sept. Registrations before 11 October. • My recommendation : After today Hawk presentation, redraft eventually the LSA Project Gp paper with approval of EMFmeeting.

  5. 2 FCL -Draft IR + EASA Opinion • The EASA proposal for FCL I.R. and opinion, are now at the Commission(copy sent to all EAS members). - Any reactions from LSA Prj Gp on :LAPL, LAPL Instr and LAPL Exam? If any please let EAS Board know (in writing) the sentences you would like to have changed (political lobbying). • Next step: Examination by the Commission. If complying with BR 216/2008, goes to M S Experts (diff from aviation WG. This is a NON Transparent system in the EU).+ according to Lisbon Treaty, to Parliament (has the right of control), before publication.

  6. 3 Mod to 2042 Part 66 for B3,L1, L2 • On 13/9 Council approved the Commission proposal to extend the derogation by one year, up to 28 September 2011. For a/c not involved in Com Air Trpt, other than large a/c –The need to apply Annex III (Part 66). Certifying staff of maintenance organisation. • Why this derogation ? Commission felt that original draft was too demanding and asked EASA to review the proposed amendment for Part 66, L1 an L2. Time delay for this process is the reason of this opt out. • This information was sent to all EMF members on 19 Sept.

  7. 4 EASA medical Workshop • After the CRD medical (for Med Doct), there will be an EASA Workshop on 30 Sept-1 Oct. • EAS Board will request the help of 2 Tech Officer: Dr Maria ORSINGA from NL and Dr Mike MULLER from G. • Goal: defend a light ICAO class 2 for LAPL and G.P. (The main diff between LAPL & PPL)

  8. 5 EASA Workshop AR/OR and ATO • After CRD on NPA 2008-22 there will be an EASA workshop on Administrative Requirements; Operational Requirements (for training) • EGU requested a “light” ATO – A final text should be available pretty soon…

  9. 6 Standardised European Rules of the Air (SERA) • Consultation of stakeholders by Eurocontrol : 813 responses – 95% from General and Sport & Aviation – majority from UK, in particular from Gliders (the most severely impacted) . • 3 June Eurocontrol Workshop- Many objections. After Private discussions, Eurocontrol and Commission recognised and accepted that a problem existed. • 22 June delegation visited MEP (at their request and in particular British Jackie Foster) in order to get an update on SERA (she had received letters from her constituents) • 25 June last delay (according to the mandate received) for Eurocontrol to table the proposed IR to the Commission.

  10. 6 Standardised European Rules of the Air -Conclusions Due to time pressure (SERA is a prerequisite for implementing Functional Air Blocks to be estalished 4 Dec 2012), most of the GA requirements have not been included in SERA- to be considered in the maintenance phase (2013 onwards). • In the interim, the propose I.R. allows for “statu quo” in the Members States. Ref recital (9) and Art 7 “Transitional measures”. • For information the 9 FABs see next slide.

Blue MED: Cyprus, Greece, Italy, Malta and Tunisia, Egypt, Jordan, and Albania as observers or associated members NorthEastern: DK Eston, Finl, Iceland, Norway, Sweden Northern UAC: DK,Sw UK-Ir FAB EC: Fr B, NL,Lux, Germ, Swizerland FAB CE: Aust, Bosn-Herz, Czech Rep, Croatia, Slovakia, Slovenia South West : Portugal,Spain M.S who have declared their involvement in FAB development

Draft ToR for MDM 055 & MDM 060 • AGNA and SSCC members are invited to comment on Draft ToR before 14 Oct for: • MDM 055 New structure for Regulation 1702/2003 and • MDM 060 New structure for Regulation 2042/2003 • As our SSCC said :”This process will cause a lot of changes + addition of other regulations as human factors in maintenance etc. The implication cannot be assed today, but without direct implication in the group we, members of EAS, will loose”.
