State and Regional Action • RGGI (North East) and CA are leading the pack • Regional Greenhouse Gas Initiative (RGGI - regulates power plants >20 MW) • Targets to reduce CO2 emissions by 10% by 2018; started 1/1/2009 • California AB 32 offers economy wide approach • Goal: reduce to 1990 levels by 2020 and 80% below 1990 levels by 2050 • Combines direct regulation (mandatory destruction of certain gases), voluntary actions, fees (for high GWP refrigerant usage), standards (for automobile emissions), policy incentives (33% Renewables target), and cap & trade. • National program will most likely follow this approach, i.e. combining cap & trade with other measures to reduce non-capped emissions. • Major trend - Texas willing to join RGGI
