Federalist Mexico – 1820s • Most of 1820s – Federalists control Mexico • Federalists created a Mexican Constitution in 1824 that set up a federal system of Government where states shared power with the national government • Colonists left alone to create their way of life and govern themselves • Colonists created schools and newspapers • They brought in slaves even though Mexico was opposed to slavery
Question: • Do you think the colonists in Texas supported the Federalist government? Why or why not?
Centralist Control - 1829 • The Centralist Party came into power in 1829 • They put an end to the independent lifestyle that people in Texas had grown used to • They created laws that put the states under stricter control of the national government • American colonists considered these laws unnecessary and unfair
Conflict in East Texas • Empresario Haden Edwards allowed to settle 800 families in East Texas • When he got there, people were already living on much of the land he had been granted • Edwards demanded that the people pay for the land or leave immediately • Mexico said he could not charge them for the land or force them to leave
The Republic of Fredonia • Edwards’ brother, Benjamin, led a small group of settlers in taking the Old Stone Fort in Nacogdoches • They declared the colony of Fredonia independent of Mexican rule • Edwards asked Stephen Austin for help, but Austin refused, and offered to help the Mexicans

Mexico Responds to Threat • Mexico sent troops from San Antonio to Nacogdoches • When they arrived, the revolt collapsed • Edwards rebels were either captured or escaped to the United States
Mexican fears in Texas • Mexico became worried that more revolts would break out in Texas • 200 soldiers sent to Nacogdoches – Afraid US trying to start a rebellion • US ambassador to Mexico recommends that Mexico sell Texas to the United States

Mier y Teran Investigates Texas • Mexico sent General Manuel Mier y Teran to investigate the colonies in Texas • He observed that the Anglo-American influence in Texas was very strong, especially East Texas • Anglos outnumber Mexicans 5 to 1
Mier y Teran’s Report • Mier y Teran warned of increasing American influence in Texas • Warned that if something was not done , “Texas would be lost forever” • Recommended many strong actions to protect Texas
Mier y Teran’s Suggestions • More forts around the settlements • More trade between Texas and Mexico • Encourage European and Mexican colonists in Texas

Centralist Mexico 1830s • Centralists came to power in 1829 • Slavery Declared illegal in 1829, scared colonists • Brought the states under more strict national control • Colonists saw many of the freedoms that they had slipping away
Law of April 6, 1830 • Centralist Government created law based on Mier y Teran’s suggestions • Stopped immigration from US • Suspended unfinished empresario contracts • Encouraged colonists from Europe and Mexico • Created new forts in Texas • Discouraged trade with US through Customs duties on goods from foreign countries
