Methodology and Data 1 • 4 different groups´ point of view on the same issue • Different methodology (quantitative and qualitative) • Head Teachers: • 76 of informants took part in the survey (rate of return 95 %) • Most of them head-teachers (principals) or vice-principals • Convenience sampling (opportunity sample) ---NOT a random sample---limited results (no generalization) • The study followed and was inspired by domestic as well as international studies (Scenarios: Hutmacher 2001, Kotásek 2004, Delphi Survey: Leonie 2004)
Methodology and Data 2 and 3 2. Czech General Public: 3. Parents: • 1518 of informants (rate of return 73 %) • 474 out of them parents (at least one child attend elementary school = primary and upper secondary, age 6-15 year) • Random sample --- generalization possible • Statistical analyses

Czech elite: • 12 semi-structured qualitative interviews with Czech elites • From various backgrounds and domains: politics, media, busyness, NGOs, science, religious groups, culture • (Cílek, Halík, Hvížďala, Illnerová, Jacques, Hybášková, Míl, Procházková, Putna, Pánek, Sokol, Třeštíková) • Theoretical sample (theoretical saturation) • Axial coding (MAX-QDA software)
Theoretical background: OECD Scenarios 1 • About scenarios (6 alternative models) • „Robust bureaucratic school systems“ – strong bureaucracies and robust institutions, resistance to fundamental change, continuing problems of school image and resourcing (status quo) • „Teacher exodus – the meltdown scenario“- severe teacher shortages do not respond to policy action, falling standards

Theoretical background: OECD Scenarios 3 About scenarios (6 alternative models) 5. „Learner networks and the network society“ –dissatisfaction and rejection of organized school systems, non-formal learning using ICT potential reflect the „network society“, could cause equity problems 6. „Extending the market model“ – dissatisfaction leads to re-shapping public funding and school systems, greater diversity and inequality
Results: ProbableScenarios • Difficult to evaluate what the future will be (probable • scenarios - small consensus), more easier to say what the future should be • (desirable – high consensus)
Results: Desirable Scenarios&Elites • School environment and its surroundings as a ‘hidden curriculum’ • Awake a hunger for knowledge as a main goal • Personalization as a mantra and a way how to achieve it • School as a community (parents, teachers and children)
