The futureofDrones, UAVs, UASs, RPAs in Germany and Europe Dr. Michael Erb Managing Director AOPA-Germany
Dronesare a realityand an importanteconomicfactor • Military Drones • Professional/Commercial DroneApplications • Law Enforcement, Engineering, Aerial Photography • Dronesfor Personal Fun • Can beanythingbetweenharmlessfun, competition, nuisance, airsafetyriskandsecurityrisk • Critical only if operators don´t read or follow the instructions: Stay low, in line of sight and away from aerodromes and TFRs • Insurance, registration, licensingandmaybeeven electronic visibilitywouldbeusefulrequirements • Enforcementoftherulesis a must, but difficult in practice • Worldwide wehave 200,000 pilotedairframes, worldwidedronesare +2 Mio. withcontinousgrowth
Somedronescenariosareveryuncertain, but scaryfor GA Personal Mass Transport andParcelDelivery, performed in a segregatedlow-level airspace band. Are thesescenarios all non-sense andthenext business-bubblewecanexpecttoimplode, orratherambitious but realistic?
But arethesescenariosrealistic? Christmas time isthe traditional time forbothparcelsandsnowstorms!
Massive regulatoryandtechnologicalchallenges • Dronesare not yet robust enough, especiallyfor all weatherops • The requireddata-network foroperations out ofthelineofsightis not existing • Integration intothe ATM systemis not achieved • Collisionavoidanceis an issue, especiallywith EMS-Helicopters, Aerial Work Operators, etc. • “Amazon Air 30 minutedeliveryservice“ was alreadyannounced in 2013 for 2015. But wherearewenow?
Dronescanbegreat … … andexciting, finally bring youngstersforlowcostinto GA. Like myself: MSFS in 1983 at age 13, PPL in 1993 at age 23
Whatcanwe do? • For GA it will be a missionimpossibletostopdrones/UAVs • Drones/UAVs canbeseenasthenewentry-level into GA • GA shouldsupport an earlyandsafeintegrationofdronesintotheaviationsystem (withmandatorylicensing / registration / insurance) • GA in Europe couldbenefitfrom an aviation-mobile-data-network builtfordrones/UAVs • Weshould not behaveas arrogant towardsdrone-operators like theairlinestendtobehavetowards GA: • “What do youunprofessionalguyswant in ourairspace?“ • I wouldlovetoget a dronefor X-mas
