ARMY CLEANUP PROGRAM – FY10 Active and Excess Installation Budget – Total FY10 Budget = $483.8M IRP Projects = $234.8M CR Projects = $52.2M MMRP Projects = $136.9M DSMOA = $8.2M Program Management = $51.7M Projects Subtotal for Region 4 17 installations = $38M
MSAAP – GENERAL OVERVIEW • First and only ammunition plant built by the U.S. Army in 30 years (since 1953) • July 7, 1978 – Army obtained a 50 year irrevocable permit from NASA to construct and operate MSAAP • 1981 – RCRA Part A Permit application submitted for treatment of explosive waste • March 31, 1983 – MSAAP Dedicated • May 1983 – First production projectile metal parts assembly • September 9, 1983 – RCRA operating permit was issued jointly to the U.S. Army (MSAAP) and Mason Chamberlain, Inc. • May 1984 – Live loading began • 1990 – DoD placed MSAAP on inactive status/layaway • August 6, 1992 – Last munitions/explosive contaminated sump sludges processed • 1992 – MSAAP became an industrial park
MSAAP – GENERAL OVERVIEW – Cont’d • September 9, 1993 - Explosive Waste Incinerator (EWI) operating permit expired - not renewed • 1993 – EWI and associated sumps decontaminated in accordance with the closure plan • September 6, 1994 – EWI closed under RCRA Subpart G, Part 264 • September 27, 1994 – MDEQ-OPC approves Closure Plan • October 7, 1994 – Verification plan was implemented • November 1994 – EWI Closure Certification Report was submitted to MDEQ. The Closure Certification Report was reviewed by MDEQ and closure was verified • March 4, 2009 – MSAAP was deactivated on as part of the Base Realignment and Closure, 2005 • July 29, 2009 - Official deactivation ceremony
MS AAP - Summary Status • July 2009 – Army completed decon/demolition of Industrial Wastewater Treatment Plant – ECC Draft Closure Report dated July 16, 2009 – “Final” Closure – MDEQ Approval letter dated August 5, 2009 • MSAAP – April 2008 Final SI Report – NFA 9100 Area Water Tower Deionized Water Cooling Tower Motor Pool and Maintenance Mechanical Plant Parcel 13 [7] Sandblasting/Painting Area

MSAAP – FY10/11 Projects • MSAAP-014 - Plume associated with the old Projectile Metal Parts operations. Project involves installation of monitoring wells, sampling over 8 quarters/vapor intrusion study. • MMRP project at the Spin Launch site. • Additional analysis and site activities at the following areas: -9100 Area (Groundwater, Vapor Intrusion, Drainage Canals) -9400 Area (Spin Launch Site) -Forge Lube Satellite Accumulation Area
MSAAP Contract – 2010 • HTRW Remedial Investigation/Feasibility Study ~ $600K • MMRP Remedial Investigation/Feasibility Study ~ $1 M • Follow-on Tasks (If required – FY11 – beyond) • Contract Period – Apr 2010 – May 2013 • Estimated Completion Date of BRAC-Compliance at Installation (including LTM phase): Dec 2012
