Executing ARFORGEN • Where we were: • Post-Mobilization training time: 75 days • BOG: 9-1/2 months • Units Sourced from Available Pool: 77% • What we did: • Early Identification of Sourcing Solution • Regional Training Centers (RTCs) • M-270 Joint Assessment Conference (Quarterly Review) • Pre-mob Training Horse Blanket (120 Tasks in Pre-mob) • Pre-mob training during Inactive Duty Training (Certification) • Result: • Reduced pos-mob training: 40 days average with some company sized units decreased to 30 days. This includes a 14 day mandatory Admin requirement. (35 day overall decrease) • Increased BOG: 10-1/2 months (Increase of 1 month) • Units Sourced from Available Pool: 96% (19% increase) Early Identification, coordination, And pre-mob training has led to Increased BOG – now 10.5 months

  23. Regional Training Center (RTC) Mission: Provide Ready Phase Army Reserve DEF – sourced units with quality training to support Theater Specific Tasks which cannot be trained at Reserve Centers. RTCs provide demanding, T-1 level individual, leader and low level collective events.

  25. Email to: LTG Russel Honore, 7 January 2008 Sir, 268 TC came here ready to train. They are a 56 man trans unit. They went through the USARC pre-training at FT Hunter Ligget and completed all pre-Mob training requirements including RFI issue in November. The CDR, Lt Gonzolez, briefed us on his completed training, handed over all paperwork, and went over the tasks he would like to spend additional time on if we could schedule it. He has asked for some additional Land Nav (which we will do), and they could not complete ISOPREP due to lack of connectivity which we will also do. This was the first unit of any size that has reported to Ft Lewis fully trained on required individual tasks since I arrived last summer. Very Respectfully, COL Leith RTC Results

  27. 412th Taskings(Current) 412 ENCOM (a) Provide Capabilities ISO of ARNORTH for Hurricane Response. (b) BPT provide the following: 365 EN BN (WS5EAA), 369 EN Det (FF) (WRZWAA), 333 EN Co (H) (WRZJAA) and 377 EN Co (V) (WRZHAA), 412 EN Co (V) (WRGNAA), in support of the force package for Hurricane events. 1. Designate separate O-6/O-5 level TF commanders. a. Coordinate with capability providers to form TF within 48 hours b. The TF commander will have responsibility for C2 within a FEMA region to source units in support of the Defense Coordinate Officer (DCOs). c. Provide IDS-SITREP updates at times TBD, until the event is no longer significant in the area of operations. 2. Within 48 hours TF commander will release C2 of sourced units to the DCO. 3. The 369 En Det will BPT provide Firefighting (FF) capabilities with equipment. 4. Stage all equipment at the unit location, BPT move the operators to the equipment site within 72 hrs to deploy in support of the force package for Hurricane events. From the current Order

Intent • O/O Assume OPCON of units responding to an incident within your AOR. • Provide C2 of the unit during muster and movement to the JOA • Release OPCON to the supported Hqs upon arrival at the JOA • Coordinate with designated Hqs within the affected region to provide • administrative and logistics support of responding Army Reserve units until they • are integrated into the JOA sustainment system. • C2 elements are responsible for tracking the units, ensuring they arrive, assist • in resourcing, and reporting etc… Not a C2 element for the response itself.
