Objectives • To offer a tool for the development of a European policy on Research Infrastructures • To identify existing Research Infrastructure capacity of pan-European relevance in Europe and respective trends and developments • To help understanding the future needs for Research Infrastructures
Methodological Approach • A questionnaire was circulated to the EU scientific community and relevant stakeholders; deadline January 21, 2005 • Results are being analysed by the EC • Results are made publicly available; a first report of the Survey is foreseen for March 05 • This first round should be seen as a first qualitative approach; further iterations are planned for the coming years.
The Questionnaire • The questionnaire was made available on the web site: europa.eu.int/yourvoice/forms/dispatch?form=360 • The questionnaire was divided into: • Information on responding institution • Information on Research Infrastructure • RI under construction (if appropriate) • The questions address organisational, operational and financial issues as well as the international cooperation
The Research Infrastructures in FP7
A first reminder… Research Infrastructures are defined under the Framework Programme as follows: “Facilities”, that offer to the scientific community the tools and/or services needed for the development of leading-edge research, of fundamental or applied character, at a European level; Such facilities can be "single-sited”, “distributed” or “virtual”.

Research Infrastructures in FP7 : Two proposed main lines of action Continuation and improvement of the current actions (mainly bottom-up) for optimizing the access to and the utilisation and performance of existing infrastructures Implementation of a «strategic» approach for developing future infrastructures of pan-European interest (incl. major upgrades)
There is also a need for an increased role of EU at international level … based on development of concrete actions … and on a better cooperation at this level (e.g. within the Global Science Forum) Photo NASA/ESA/ASI Cassini-Huygens spacecraft
a) Continuation, improvement and reinforcement of the existing schemes to optimise the use of infrastructures and to improve their performance Access to research infrastructures Integrating activities (networking, coordinated access, research activities) Communication Network Development Design Studies (for new infrastructures) Call for proposals (incl. co-management with thematic priorities); selection through a peer review system.
b) An increased “strategic” approach of FP7 • Support for the development of new research infrastructures of EU interest based on : • a strategic long term vision for research infrastructures (roadmap) • Targeted public support for specific research infrastructure projects • Increased use of financial engineering mechanisms to support them
A clear vision Needs for research infrastructures in the medium–long term should be defined, as well as a corresponding roadmap The European Strategy Forum on Research Infrastructures (ESFRI) will play a major role in this context. http://www.cordis.lu/era/esfri_home.htm
European roadmap for RI ESFRI will develop a roadmap for constructionof new RIs for the next 10-20 years With a transparent methodology, recognized by all stakeholders Agreed criteria :Science case, Impacts, EU dimension, Maturity (e.g. timetable, budget, possible partnership, …) Under a continuous process, with annual updates
ESFRI working method 3 Steering Groups are being set up : - Physical Sciences and Engineering - Biological and Medical Sciences - Social Sciences and Humanities A fourth group already existing : - eIRG, for e-Infrastructures Dedicated Expert Groups may be set up First results expected by spring 2005
List of priority projects To be established by the Commission on the basis of the roadmap - «balanced», periodically updated - with justifications for each pan-European project Using clear criteria (potential impact {Lisbon, reduced fragmentation of efforts}, timeliness, readiness, budgetary planning, quality of management, …)

The operational mechanism to support new RIs within FP7 A two-stage process : The engineering phase - through restricted calls targeted to the list of priority projects - for construction plans, legal organisation, management structure, … Implementation phase - following successful first phase - for concrete construction and operation - engineering various financial instruments
In conclusion, FP7 will … Continue and improve the current Community actions for optimizing the access to and the utilisation and performance of existing infrastructures Help to develop a forward-looking «strategic» approach for the creation of key infrastructures (single-sited, distributed or virtual) of pan-European interest, in the medium-long term
