Positioning for Value UCC Health Plans In the Healthcare Reform Era
Today’s Discussion Update on the Healthcare Marketplace Comparison of Plan Benefit Options & Costs 2014 UCC Health Plan Benefits & Enhancements Recommended Next Steps
Healthcare Marketplace Under the ACA, healthcare exchanges (marketplace), are open in all 50 states The marketplace became operational on October 1, 2013; enrollment continues through April 15, 2014, with extensions allowed in some cases Visit this website: www.healthcare .gov, enter your state of residence, and follow the prompts for more information on coverage options and costs Subsidies available to eligible individuals and families may lower premium and out-of-pocket costs; must complete application
Healthcare Marketplace, cont’d Exchanges may offer only limited provider networks, including fewer choices of doctors and hospitals; plans are not portable The way the ACA was written excludes clergy and lay employees from accessing (qualifying for) subsidies if they participate in a Church health plan, such as the UCC plans The Pension Boards supports The Church Health Plan Act of 2013, Senate Bill 1164. The proposed legislation is under Senate Finance Committee review This Act offers the same subsidies to individuals who receive their coverage from the exchange or from church health plans
Comparison of Plan Benefit Options & Costs The marketplace presents new options; there are costs & compromises Be sure you fully explore & understand what those options really mean to Churches, Clergy and Lay Employees Key factors include: Provider (doctors, hospitals) network availability Premiums, deductibles, co-pays, co-insurance, out-of-pocket levels Schedule of Plan Benefits & Services Portability of plan benefits Reputable vendors/suppliers
2014 UCC Health Plan Health insurance coverage will continue to be offered by the Pension Boards There is no increase in health plan rates in 2014 for UCC plans, includes Health, Pharmacy, Dental & Vision Benefit Plans Peace of Mind: Implementation of the ACA will have little to no consequence on participants who remain with the UCC health plan UCC health plans meet and often exceed the minimum value coverage requirements set forth in the law UCC plans are competitively priced, and include elements, such as capped out-of-pocket maximums and low deductibles, that help participants control costs
UCC Health Plan • Offer Plan A (Gold/80%); Plan B (Silver/70%); Plan C (Bronze/60%) • Low Individual/Family Deductible ($300/$600) to High ($1,000/$3,000) • Out-of-Pocket Maximums from $2,000 (Individual) to $4,000 (Family) • Comprehensive, robust schedule of benefits • In and Out of Network Provider Benefits available • Portability of Coverage • Blue Cross Blue Shield: Nationwide vendor/partner for service & benefits • Same schedule of benefits available in all Conferences/Associations/Churches • Deductibles, out-of-pocket amounts carry over in event of relocation
UCC Health Plan Member Assistance Program & WorkLife Benefits New for 2014, offers support for stressors of daily work & life events Consultations available at no cost through ValueOptions, our mental health vendor/partner Healthy Stewards Wellness Program Assists Participants & Family Members to lead healthier lives through education and coaching support Goal is to mitigate the prevalance of chronic medical conditions Rewards Program: $300 (each) for Participant & Spouse
Preparing for 2014 & BeyondReflections for Churches/Employers Whether they will provide coverage for their employees or put them in a position of having to obtain coverage at the Marketplace How Marketplace plan benefits and total cost of coverage, including out-of-pocket expenses, taxes and fees, will compare to existing coverage Whether selected health plans meet applicable healthcare reform limits and rules Impact on Clergy call agreements regarding health insurance coverage
Preparing For 2014 & BeyondReflections for Clergy and Lay Employees • Whether employer coverage will continue or obtain through Marketplace • View/compare coverage options, impact on call agreement, etc., with existing coverage • Determine, by application, eligibility for premium tax credits
Recommended Next Steps • For Churches & Employers: If you provide coverage to your employees under the UCC Non-Medicare Health Plan: • Remit quarterly payment to the Pension Boards to ensure uninterrupted coverage • For Clergy and Lay employees:If you participate in the UCC Non-Medicare Health Plan: • Remit quarterly/monthly payment to the Pension Boards to ensure uninterrupted coverage
