River Bank Woods • Reserve Study completed: Mason & Mason • 2005 Budget • Thank you Lisa Toohey, Treasurer and Crishana Loritsch • HOA member fees increased from $55 to $60 per month • Explanation/justification: This was a careful, informed, team decision that considered: • the results of the reserve study, • detailed financial review of 2004 operational actuals-to-date planned 2005 expenses • required 2005 assessment revenue against planned 2005 expenses, and • financial modeling. • P.S. River Bank Woods • Tree Save Area Clean-up “Phase 1” (sponsored by the RBW HOA) • We addressed the long and expensive initial list of downed, dead, and at-risk trees. • CHRONOLOGY: • In March, the River Bank Woods HOA Board of Directors walked River Bank Woods I and II with Dana Malone, Loudoun County Urban Forester. Please review the TREE SAVE AREA DO's & DON'Ts (Microsoft Word document) that Dana subsequently provided. • In April, the RBW HOA BoD walked River Bank Woods I and II with a recommended professional forester / certified arborist, who was contracted to develop a River Bank Woods Forest Management Plan; trees requiring removal were tagged and documented. • In May, the River Bank Woods Forest Management Plan was developed by the professional forester / certified arborist and presented to Dana Malone, Loudoun County Urban Forester, for approval. • In June, we received approval to proceed from Dana Malone, Loudoun County Urban Forester. We contacted a tree service to have the trees removed. We received the initial estimate. It was very high. So we got another. It was also high. We got a 3rd estimate and contracted w/ Freedom Tree Service • Freedom Tree Service cleaned-up the Tree Save Areas on Wednesday 7/7 through Friday 7/9 • Tree Save Area Clean-up “Phase 2” TBD • Please let us know about any trees that pose a danger or are downed, dead, or at-risk
River Bank Woods (cont’d) • Tree Relocation (NOT sponsored by RBW HOA; but we helped facilitate) • Evergreen trees were relocated from the base of the berm, in the backyards of Lots 30, 31, 77, and 78 onto the Rivercrest-owned berm • Initiated by Greg & Pam Bohmer, who developed a tree relocation plan which we worked together to execute; worked with: • The homeowners of the lots involved • The Loudoun County Urban Forester and the Loudoun County Project Manager for River Bank Woods re: the RBW Loudoun County Tree Cover Calculation (we used surplus) • The RBW HOA Architectural Review Committee for approval of Architectural Modification Request Application (AMRA) • And the Rivercrest HOA Open Space Committee and BoD • River Bank Woods “Arbor Day” • To add to Tree Save Areas • WANTED: VOLUNTEER(S) to plan and plant
Contracts / Community Services • Landscaping & Maintenance: J.D. Lawn Service • Snow Removal: American Contractors • Toll Brothers is responsible for snow removal again this winter; until they are off bond. • American Contractors is a different snow removal contractor than winters’ past, when Toll Brothers used J.D. Lawn Service for snow removal (as well as common area landscaping and maintenance). • American Contractors missed RBW Section II on Saturday/Sunday. I called them. They returned my call Monday morning. I confirmed that they know our streets, including both RBW sections, and excluding Lowes Point in between. They came out Monday morning to plow and treat the missed streets. They were very nice, very apologetic, and promised that they will not drop the ball going forward. I have a main telephone # - and a cell #. • FYI- Next winter, when we (the RBW HOA) are on the hook for snow removal, we will set a 3” minimum before snow removal occurs - or our budget could get wiped out in a harsh winter. This is not the case with Toll Brothers / American Contractors. They treated the streets when we had the 1” of snow recently; although they did not plow.
Contracts / Community Services (cont’d) • Trash & Recycling: AAA Trash & Recycling • Please do not put your trash or recycling bin at the curb until the evening before pick-up day • Please remember that trash and recycling bins should not be in front of your house except on pick-up day! Please keep them garaged and out-of-site. Help keep our neighborhood looking great! Special Projects • Brockman Farm Lane Abandonment • Thank you Lisa Toohey, Treasurer, who has worked with many parties on BFL, including Toll Brothers, VDOT, Loudoun County, Fire & Rescue, and affected HOAs (Rivercrest HOA, Cascades Community Association, and Lowes Point HOA)
Toll Brothers • Bill Bestimt and Josh Hutzler have fulfilled their RBW HOA BoD duties as directors during transition from declarant-controlled BoD to homeowner-controlled BoD • Toll Brothers Bond Release - items, process, and timeline - status and communication plan for remaining items: NOTE: The below is not an official list of Toll Brothers bond release items. NOTE: “COMPLETE” denotes that Toll Brothers has completed work on the item, but it does not mean that Toll Brothers is “off bond” for the item in terms of VDOT, Loudoun County, Loudoun County Sanitation Authority, etc. • Storm Water Management Pond (SWMP) *****requested communication; STATUS: OPEN – final item – American Contractors will complete ASAP, when the weather breaks, and by this spring • Street Lights STATUS: COMPLETE • Driveway Aprons - new dictionary term! ;-) *****requested communication; STATUS: COMPLETE • Final Driveway and Street Paving *****requested communication; STATUS: COMPLETE • Sidewalks *****requested communication; STATUS: COMPLETE • Street Trees STATUS: COMPLETE • Monumentation STATUS: COMPLETE; NOTE: At Annual Meeting, discussed that this is not complete for RBW Section II… • Silt Fencing Removal STATUS: COMPLETE • Construction and storage trailer removal and clean-up STATUS: COMPLETE • Street Signs STATUS: COMPLETE • General clean-up STATUS: COMPLETE • Other • Snow Removal; NOTE: Toll Brothers is responsible for snow removal again this winter; until they are off bond; covered on earlier slide • Attorney on retainer: Todd Sinkins of Rees, Broome, & Diaz; to assist the RBW HOA BoD with: • Toll Brothers Bond Release • Architectural/Covenants violations • Review of bylaws, rules & regulations, guidelines, forms, documents, processes, policies & procedures
