Foreign Disaster Relief • Concept of Operations • U.S. Ambassador/Chief of Mission issues a disaster declaration, initiating U.S. Government disaster relief operations. • Embassy notifies the Office of Foreign Disaster Assistance (OFDA). • OFDA requests support through Department of State (DOS) to DOD. • SECDEF, through JCS, directs SOUTHCOM participation. • Supplies, support and personnel provided as requested by OFDA. • Reimbursement provided from OFDA to DOD • MILGRP Commander’s Role • MILGRP does not usually become involved unless there is a deployment of DOD personnel (except SOF).
