Joint Staff LRC SOUTHCOM Component USMILGP Foreign Disaster Relief Mission When directed by the Secretary of Defense, U.S. Southern Command conducts humanitarian assistance/ disaster relief operations in support of the Department of State. Foreign Disaster Relief • Concept of Operations • U.S. Ambassador/Chief of Mission issues a disaster declaration, initiating U.S. Government disaster relief operations. • Embassy notifies the Office of Foreign Disaster Assistance (OFDA). • OFDA requests support through Department of State (DOS) to DOD. • SECDEF, through JCS, directs SOUTHCOM participation. • Supplies, support and personnel provided as requested by OFDA. • Reimbursement provided from OFDA to DOD • MILGRP Commander’s Role • MILGRP does not usually become involved unless there is a deployment of DOD personnel (except SOF). When DOD personnel are deployed, they report to the MILGRP Commander (OPCON). • Small groups • Highly specialized skills SECSTATE Head of Government USAID/OFDA SECDEF • Foreign Disaster Relief Authorization • Upon disaster declaration by the U.S. Ambassador, OFDA, through the DOS, requests assistance from DOD (DOD is normally the last option evaluated and requested by OFDA). The SECDEF, through the Joint Staff LRC sends a tasking directive (in the form of a message) to SOUTHCOM. The directive will state specific support to render. • OFDA and USARSO have a MOA that facilitates the movement of supplies from the OFDA warehouse in New Windsor, Maryland and Soto Cano, HO. • All costs are reimbursable.
