2012-13 BUDGET Student Scholarships and Grants Division
Midwest Association of Student Financial Aid Administrators – MASFAA (Source NASSGAP) Michigan ranked #8 in the order of funding student aid programs in 2010-11.
Legislative Directives • The 2013-14 appropriations are anticipated to be the same as those for fiscal year 2012-13. • NEW!Community colleges and public universities must meet certain criteria of cooperation with the state to develop, operate, and maintain the statewide P-20 education longitudinal data system.
Legislative Directives • Public universities shall provide a dashboard or report card demonstrating the universities performance in several “best practice” measures. • This includes: • Enrollment • Student Retention Rate • Six-year Graduation Rates • Number of Pell Grant Recipients • Geographic Origination of Students, Categorized as In-state, Out-of-state, and International
Legislative directives • And . . . • Faculty to student ratios and total university employee to student ratios. • Teaching load by faculty classification. • Graduation outcome rates, including employment and continuing education. • SSG is tasked with identifying how some of these items relate to state aid programs. We will work collaboratively with you. SSG has a student intern that will be sending you a survey.
Legislative directives • NEW for MTG: SSG must project the year-end appropriation balance at the time of initial awards. • Expect an increased number of program reviews. • Change for MTG: SSG’s reporting dates for fund status evaluation have been pushed back from February 1 to February 28 and notification to students of pending reduction to March 4 of each year. • Change for MTG, MCS and TIP: Payments will be made quarterly at 50%, 30%, 10%, and 10%.
Legislative directives • NEW for TIP: Be less than 20 at the time he or she graduates from high school with a diploma or certificate of completion or completes his or her GED. • New for TIP: As used in this subdivision, “incarcerated” does not include detention of a juvenile in a state operated or privately operated juvenile detention facility.
SSG Policies Changes and clarifications
New SSG policies • For MCS, MTG, and TIP: • Students are eligible if they have a high school diploma, GED, or certificate of completion. • Legislation for Michigan programs does not require a high school diploma.

SSG Program Payment Schedule • The schedule for 2012-13 is now on our Web site. Changes include: • For MCS and MTG, the deadlines for reporting your third quarter enrollments will be moved up. • Verifications typically due in mid-May will be due May 1st. • MCS and MTG programs must be balanced with SSG by July 31st as opposed to September.
NEW DUAL ENROLLMENT PROGRAM • Appropriation is $10 million dollars. • The Department of Treasury will make payment to higher education institutions for qualified dual enrollments. • Public Acts 131,132,133, and 134 amend prior legislation regarding eligibility and number of courses. • Various agencies are investigating how many students may enroll.
SSG OUTREACH SERVICES FOR HIGH SCHOOLS • Recently certain services went to MDE in conjunction with the Michigan College Access Network grant (MCAN). • SSG is working to save these important services: • Michigan Postsecondary Admissions and Financial Aid Handbook. • High School Counselors Workshop (HSCW). • Paying For College Booklet
SSG – New Financial Aid System • Features to make things easier for you: • Ability to see all program awards per individual student. • Condensed files. • Auto save response with no naming convention. • Auto response that confirms file status. • Canned reports. • Citizenship locked once confirmed. • Ability to view multiple academic years at one time. • Ability to look up TIP students to see how many credits are left. • Ability to enter bills online. • Specific portals for different user groups.

MGA • As a Sponsoring Guarantor, the Michigan Guaranty Agency makes it possible for all Michigan schools to utilize as a member the counseling and other services offered by Mapping Your Future. A handout containing details has been placed on each table.
MFA-SLP • The Michigan Higher Education Student Loan Authority (MHESLA) is now known as MFA-Student Loan Programs (MFA-SLP).
