TPT Paying for CollegeProgram • OHE partnering with MN Private College Council to produce half hour show on Paying for College • Funded by OHE, MPCC and Travelers Insurance • Pulled from broadcast last fall for further edits • Hope to complete and air fall 2013 • Targeted to average middle class families • Will also produce five 10-minute shorts for private colleges, first-generation college students and Spanish, Hmong and Somali languages, college options

  8. 2013 Legislative Session • Last scheduled day of session May 20, 2013 • House and Senate higher education omnibus bills are now in conference committee • Conference committee bill must be passed by both houses and signed by Governor

  12. 2013 Legislative Session MN Prosperity Act (Dream Act) • Attended MN high school for at least 3 years • Graduated from MN high school or MN GED • Registered with Selective Service (if male 18-25) • Apply for lawful immigration status once eligible Benefits • Eligible for MN resident tuition rates • Private scholarships administered by college OK • Eligible for state financial aid programs • Potentially 740 students will benefit • 50% may show financial need for State Grant • Repeals state rule requiring US citizenship or eligible non-citizen

  13. 2013 Legislative Session Deferred Action for Childhood Arrivals (DACA) • Entered U.S. before age 16 • Resided in the U.S. 06/15/2007 to present • Under age 31as of 06/15/2012 • Currently in school, have graduated or obtained a certificate of completion from high school, have obtained a GED certificate, or honorably discharged veteran of Coast Guard or Armed Forces of the U. S. • Not been convicted of a felony, significant misdemeanor, three or more other misdemeanors, and do not otherwise pose a threat to national security or public safety • Beneficiaries qualify for 2 year reprieve from deportation and can apply for work authorization • Governor’s budget proposed extending state financial aid eligibility to DACA students

State FAFSA System • If Dream Act and/or DACA students eligible for state financial aid: • OHE must develop state online FAFSA, since students won’t have SSNs for federal FAFSA • Currently in discussions with California to purchase their state FAFSA system • OHE will need to award State Grants centrally for these students • Document Dream Act and/or DACA status • Verification • Some eligibility screening, including selective service • Awarding (once school certifies enrollment level) • Disbursing funds to campuses

SG Online Questionnaire • New for 2013-2014 • MN residents see state link on FOTW confirmation page • If link missed, OHE sends one follow-up email • Asks questions about state residency and previous postsecondary education • Output available to colleges via SG web access screen • New State Grant manual Appendix 24 describes system • Recent modifications for MN high schools not on federal high school list

Unusual Enrollment History (UEH) ISIR Flag • New field on 2013-2014 ISIRs for UEH • Value N = no problem • Value 2 = paid Pell Grant at 3 different schools over past two aid years • Value 3 – paid Pell Grant at 3 different schools during one aid year • Requirements for schools to resolve 2 and 3 flags at: http://www.ifap.ed.gov/dpcletters/GEN1309.html • State will also adopt federal UEH policy

State Award Recalculation Policy Change • Effective 2013-2014, no recalculations required for student who has begun attendance in all classes • School can have policy to recalculate awards based on change in enrollment level during term • Must set date after which awards will not be recalculated or partial withdrawal refunds performed • e.g., drop/add deadline, drop/add deadline for last course in sequential course module • Policy must be applied consistently to all students in program • Must be applied for both increases/decreases in enrollment • If school has policy not to recalculate: • Students who add credits won’t see award increases

  25. Postsecondary Child Care Grant • OHE will consult with campus program administrators to review methods for determining actual costs • How providers charge for services • Whether hourly/weekly cap is needed • How to better report outside child care assistance
