Program Updates TEXAS Grant in 2014-15 • IY awards only at universities/HRI’s • RY awards at universities/HRI’s for any returning eligible student • RY awards at 2-year institutions only for eligible students who received the IY award at a 2-year institution • Importance of target awards
Program Updates TEOG in 2014-15 • EFC cap for IY awards = $4,800 (mirrors TEXAS Grant EFC cap for IY awards) • Required proration for award amounts • No target award amounts
Exceptional Items Request (LAR) • TEXAS Grant – $137.9 Million • Allow more awards and raise the target to $5,300 • TEOG – $37.3 Million • Provide steady funding at FY15 levels • TEG – $18 Million • Allow more awards • TCWS – $5.3 Million • Allow more awards
Legislative Agenda • Top 10 Percent Scholarship • New statute and use of allocations • TEOG • More flexibility in packaging

DACA and State Aid Deferred Action for Childhood Arrivals (DACA) • Department of Homeland Security (DHS) exercises its prosecutorial discretion to forego immigration enforcement against certain individuals for a specified period of time – may be renewed or terminated • DACA does not confer lawful immigration status, nor does it provide a pathway to citizenship • DACA recipients may be eligible for work authorization, to apply for SSN’s, and possibly to obtain a driver’s license • DACA recipients may be able to work under TCWS if otherwise eligible
Negotiated Rule-Making (NRM) • Required by SB215 for all programs with allocations • NRM committees were formed – consensus was reached for TEXAS Grant, TCWS, TEG, and BOT • Consensus was not reached for TEOG – the CB has proposed rules for adoption in January which are currently posted in the Texas Registry • Program rules will now include allocation formulas • Institutions will be given 10 days to review draft allocation numbers before they become final
Financial Aid Database (FADB) • Required field for the 9-month EFC • Edits regarding the matching of SSN’s to the CBM001 were changed from errors to warnings – except for students identified as affidavit students which must be matched before certification
