Framing Considerations • Upon deliberation, we have named this tool a dashboard, rather than scorecard, because it is not about keeping score. It is a tool for monitoring the progress of the program, as in driving your car down the road toward TX2. • The Ministers, in their deliberation at Hua Hin, outlined the basic frame for the document. • Each TRC in its own NTRP presents its specific indicators for the program. • Monitoring systems must have user buy in. Most top-down, heavy-handed tools end up in the dust bin. • All donors require a transparent, cost-effective tool to measure programmatic progress.
Components: • 1. Designing the reporting instrument by each TRC. The design can be accomplished through a workshop process if the TRC so requests. • 2. Capacity enhancement. These needs will emerge from the workshops and be conveyed to and supported from the capacity development portion of the GTRP.
