  4. 2010 Scope • Incorporate amendments into the Standard Specifications • Incorporate many SSPs into the Standard Specifications • Incorporate new and revised standard plans into the Standard Plans • Comply with the Style Guide for 2010 Specifications (includes plain language)

  5. How are the 2010s different? • 2010 Standard Specifications and SSPs have the same technical content, but the wording is different. Many SSPs have been moved into to the Standard Specifications. • SSPs are shorter, have new numbers, and have a new format. • Numbering the 2010 SSPs is not required, e.g. 10-1.0x.

  6. How are the 2010s different? • There is no Section 13 for RR clauses. See section 5-1.20C of the Standard Specifications. • Bid items are nearly the same. • Standard Plans bookis nearly the same. • The Bid book is same. • The Notice to Bidders is the same.

  7. How are the 2010s better? • For specification engineers, it is easier to assemble the special provisions because there are fewer SSPs and the SSP numbers match the section numbers in the Standard Specifications. • For contractors and resident engineers, this means shorter special provisions with numbering that matches the Standard Specifications. • For everybody, the specification language is more direct and clearer.

  8. 2010 Schedule • On May 20, 2011 the final documents were posted on the intranet and Internet. • All projects RTL by September 30, 2012 will use the 2010s. • The Standard Plans and Standard Specifications are now available.

  9. This work shall consist of furnishing and placing reinforcement of the shape and dimensions shown on the plans, and as specified in these specifications and the special provisions Section 52-1 includes general specifications for fabricating and placing reinforcement. 2006 vs. 2010 spec example

  11. Both books are 8 ½ x 11 inches. The covers are red. The font is 10 pt Arial. The Standard Plans have incorporated the RSPs and NSPs from the 2006s. Any specifications on the plans were transferred to the Standard Specifications. Most of the sections in the Standard Specifications are written in the 4 part (i.e., General, Materials, Construction, and Payment). The Printed Books

  12. Divisions in the standards specifications are similar to the divisions we have had in our past standards.   14. For most of the sections in the Standard Specifications, the organization is written in the 4 part. You will see General, Materials, Construction, and Payment headings. Note that the general section applies to all other sections at the same and lower levels. Standard Specifications

Here’s an example of an old measurement clause: 84‑3.06   Measurement Painting traffic stripes will be measured by the linear foot along the line of the traffic stripes, without deductions for gaps in broken traffic stripes. A double traffic stripe, consisting of two 4‑inch wide yellow stripes separated by a 3‑inch wide black stripe, will be measured as one traffic stripe. Painted pavement markings will be measured by the square foot for the actual area painted. Standard Specifications

Here’s an example of an old payment clause: 84‑3.07   Payment The contract prices paid per linear foot for paint traffic stripe and per square foot for paint pavement marking, of the number of coats designated in the Engineer's Estimate, shall include full compensation for furnishing all labor, materials, tools, equipment and incidentals, and for doing all the work involved in painting traffic stripes (regardless of the number, widths and patterns of individual stripes involved in each traffic stripe) and pavement markings including establishing alignment for stripes and layout work, complete in place, as shown on the plans, as specified in these specifications and the special provisions, and as directed by the Engineer.   19. Let’s go page 885 to Payment in section 84-3.04 of Standard Specifications. Notice what is remaining. The only part left is the requirements for measurement for the double traffic stripe. Standard Specifications

  20. Let’s go page 112 to Payment Scope in section 9-1.03 of Standard Specifications. Payment is specified in section 9 and not repeated. Payment is based on the item of work and the unit of measure in the bid item list. Payment includes the work described in the specification for that bid item. Standard Specifications

  21. 2010 SSPs are formatted totally different from the 2006s. The 2010 SSPs are like the 2006 amendments. R-A-D: Replace, add, or delete is used as the introduction to an SSP which references the standards. Every SSP has a home in the Standard Specifications. SSPs

  22. You will need to use SP template to assemble your specs. Each project needs to use this template. All your project’s SSPs need to be inserted into this SSP. The instruction in this SSP references the standard plan list spec (STDPLN). You will need to insert STDPLN at the top of the template. SP template

  23. At this time our existing bid item codes need to be used for both 2006 and 2010 projects. The first 2 digits in the bid item code correspond to the section that applies. For a bid item with the first 2 digits different from the section that applies, use SSP 1-1.01. This SSP lists all the bid items that do not match the section that applies. SSP 1-1.01

  24. The 2010 Bid Item List includes the units of measure. See tab 2 in the 2010 TOOLS binder. Electronic bidding requires that we use only 1 unit of measure for a given bid item number. Unstrike and hide bid item codes that apply to your project. Add your nonstandard bid item codes to this list. SSP 1-1.01

  25. Let’s look at SSP 1-1.01. Notice the 1st bid item is 070012, Progress Schedule (Critical Path Method). The far right column shows that section 8 is the applicable section. The first 2 digits of the bid item would take you to section 7, however this SSP overrides what is specified in the Standard Specifications. SSP 1-1.01

  26. For the 2010 standards, the first 2 digits in the bid item code set forth the section that applies. The bid item evokes the specifications that apply. We don’t go from the pay clauses in the specs to the bid item list like we did in the 2006s. We go from the bid item list to find the specs that apply to the project. Standard Bid Item Codes

  28. We have limited automation for 2010 projects. The NTB and some special notices will be automatically merged from the information in the project database. Automation and Boilers

  29. The NTB parallels the 2006s. Working days are in the NTB. The number of federal trainees for federal-aid projects for both the 2006s and 2010s are in the NTB. Standard Plans are virtually the same as the past standard plans. Formatting of the title sheets are based on the PPM. NTB and Standard Plans

  30. Open the Standard Specifications book to page 1. Division I Division II Division III through IX Division X Division XI The bid items set forth the construction specifications that apply. The first 2 digits . . . Standard Specifications

  31. On page 2, it specifies all items in a list apply unless the items are specified as choices. At the bottom of page 2, a reference to a section includes the general specifications for the section. It’s the “umbrella.” Page 4 begins the abbreviations. Standard Plan abbreviations do not match the Standard Specifications. Standard Specifications

  32. The number of abbreviations in the section 1 table has increased. Note: abbreviations defined in section 1 do not need to be redefined in the specifications. You may see abbreviations within the SSP because they are not covered in the Standard Specifications. Abbreviations used in our Standard Specifications may be unique to the Department or more familiar to the reader than its spelled-out form. Standard Specifications

  33. Definitions The holidays defined in section 1-1.07 are per Govt Code § 6700. They do not correspond to our employee state holidays. Change order work includes extra work and work described as change order work in the Contract. Extra work is any work not included in the original Contract. Standard Specifications

  34. Definitions, continued Department is Caltrans, in the past we’ve used the State where we now use Department. “Dispose of” means remove from the job site. Do not say “dispose of outside the highway right-of-way.” Highway is the right-of-way. Work is defined as resources and activities required for Contract acceptance, including labor, materials, equipment, and the created product. Standard Specifications

  35. Definitions, continued There are 2 types of submittals: 1) action and 2) informational. Unless specified a submittal is an action submittal as specified in section 5-1.23A.   36. 49-1.01D(4) Dynamic Monitoring Section 49-1.01D(4) applies if dynamic monitoring of driven piling is specified in the special provisions. The Department determines which piles from a control zone or support location will receive dynamic monitoring. The Department dynamically monitors driven piles using Department-furnished dynamic pile analyzer monitoring instruments. Standard Specifications

  37. Sections 2 and 3 are the same as the 2006s. A major difference is the conditional statements and the incorporation of SSPs into the Standard Specifications. The remaining SSPs are shorter. Section 4, Scope of Work, tells the contractor to use the best general practices and refers to the NTB for description of work. Section 5, Control of Work, requires the contractor to furnish the resources and allow access to the work and states that work is subject to the Department’s QA. Standard Specifications

  38. Section 6, Control of Materials, includes specifications on material sources, Department-furnished materials, Buy America, and quality of materials. Section 7 is about legal relations and responsibility to the public. In general, the contractor is to comply with the laws. Section 8, Prosecution and Progress, includes scheduling requirements, preconstruction conference, start of job site activities, delays, liquidated damages, termination, etc. Standard Specifications

  39. Section 9, Payment, covers specifications related to work payment. Go to page 112, section 9-1.03 of the Standard Specifications for payment scope requirements. Standard Specifications

  40. Payment is: 1. Full compensation for all work involved in each bid item specified by the description and measurement unit shown on the Bid Item List 2. For the price bid for each bid item shown on the Bid Item List or as changed by change order with a specified price adjustment 9-1.03

  41. In Division II, Section 10, General, covers the LEED (Leadership in Energy and Environmental Design) requirements, which is recognized as the green building certification system. For individual items that have LEED requirements, the LEED credit will be added to the QC/QA section of the appropriate spec. Standard Specifications

  42. Section 11, Quality Control and Assurance, is an all new section for QC/QA. QC for precast concrete and welding are in section 8 SSPs under the 2006 standards. Section 13, Water Pollution Control, is an all new section. For the 2006 standards the specifications are in section 10 of the special provisions. Standard Specifications

  43. Divisions III through X have some technical changes, but we are doing parallel revisions to the 2006s. Division XI is an all new division that includes section 99, Building Construction. Specifications for building work are covered by SSPs. Standard Specifications

  44. Remember to start assembling the SSPs by using SP template. This is the template to build your contract specifications. SSPs are formatted differently. SSPs are changes to a section of the Standard Specifications. The introduction to a change starts with R-A-D. Each SSP needs a home in the Standard Specifications. SSPs

  45. R-A-D: Replace, add, or delete. All SSPs include an introductory statement that starts with “Replace”, “Add”, or “Delete.” These are changes to the Standard Specifications. Replace the 2nd, 3rd, and 4th paragraphs of section 19-2.03B with: Dispose of surplus material. Ensure enough material is available to complete the embankments before disposing of it.   46. Add to section 19-2.03G: Roughen embankment slopes to receive erosion control materials by either track-walking or rolling with a sheepsfoot roller. Track-walk slopes by running track-mounted equipment perpendicular to slope contours. Delete the 1st paragraph of section 19-3.03B(2). Example of R-A-D

  47. Use your 2010 bid item list to build your job. You can find it in tab 2 of your TOOLS binder. For nonstandard bid items follow the existing process for your BEES. The business process for incorporating your nonstandard bid item in SSP 1-1.01 will be discussed in session 2 of the training. Bid Items
