Intro Romanian farming • A rich tradition regarding agriculture, huge market potential • Many farms producing traditional products for home consumption • An emerging increased new demand for quality and artisanal food in urban areas. • Localized systems tend to be quite weak, facing • a poorly developed marketing infrastructure • A poor co-ordination among actors • An intense competition from imports • An additional burden of EU hygiene regulations

3 different systems • Traditional products attesting system (OM 690 /2004) • Identification of Ro traditional products nationwide; • Producers could join for registration and acquisition protection at national and Community • EU Quality policy for agricultural products • Agicultural and food products protected designation system (PDO / PGI, TSG) • Voluntary certification schemes - AE
1. MARD Order no. 690/2004 Set the conditions and criteria for attesting traditional products Beneficiaries: • authorized individuals • family associations • limited liability companies • economic associations and joint stock companies. Simple, voluntary, free of charge procedure: • APPLICATION include the following elements • product name; • method of production • elements to provide assessment of traditional; • description of the product • the minimum requirements and procedures for verification and control • 3850 traditional products are attested nationwide at the end of 2011
2. Specific EU quality schemes PDO PGI TSG protect product names from misuse and imitation • GD. 828/2007establishes authorities responsible for • checking documentation - MARD• checking the labeling and use of market logo - NAPC• Control and inspection of the documentation - private inspection and certification bodies(accredited according to EU Standard EN 45011) • MARD Order 906/2007 establishes procedures for:• registration for (PGI or PDO)• national opposition• for transmitting documents to the EC• Specific rules on the model and use the national logo Beneficiaries: Producers Groups: Control and inspection: on a contractual fee EU: 1000 registered names, d.c. 1 PGI Romanian product

Steps to take - a development perspective • Local infrastructure development • Accurate and trustworthy information for consumers • Consumers are protection against unfair trading practices • linkages to specific “terroir” to be maintained through appropriate producers organisation
