UNIDO - Korea Research Institute of Standards and Science (KRISS) Partnership MEMORANDUM OF UNDERSTANDING BETWEEN THE UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION AND THE KOREA RESEARCH INSTITUTE OF STANDARDS AND SCIENCE, signed 23 May 2011 at UNIDO HQ, Vienna Objective Purpose of this MoU is to establish a framework for cooperation between the Parties on matters of mutual interest, with a view to furthering their respective efforts to ensure that the national and regional infrastructure of metrology and standards promote advancement of trade, industrial research, technology and industrial development, which will in turn enhance economic growth, and to assist in the integration of developing countries and countries with economies in transition into the global economy and the multilateral trading system. “KRISS PRIVILEGED PARTNER of UNIDO” for metrology projects implementation in developing countries No.9

Selected Activities in the Africa Region (II) INAUGURATION of INNOQ new Metrology Laboratory in Zimpeto by the President of Mozambique The project “COMPETIR com QUALIDADE” (Competing with Quality), funded by the European Union and UNIDO (with funds from the Austrian Government), supports, among other organizations, the National Institute for Standards and Quality (InstitutoNacional de Normalização e Qualidade - INNOQ), the main quality infrastructure body in Mozambique. The project assisted in the establishment of the new Metrology Laboratory in the city of Zimpeto, which was inaugurated on 12th September by the President of Mozambique Armando Guebuza. President of Mozambique, His Excellency Mr. Armando Guebuza, at the inauguration ceremony of INNOQ Metrology Laboratory held in Maputo, 12th September 2013.

  25. 65 international standards were adopted as national standards (UBS) in the 1970s across a number of sectors • The Standards library is outdated with copies of standards mostly from the 50s and 60s • The Standards Department has limited capacity in Information and Communication Technology (ICT) – some limited broadband access to the internet • New Standards Law – standards department will be restructured: • Standards Development Division • Conformity Assessment Division • Industrial Metrology Unit • Standards Council • Prepare policy on standards, accreditation, conformity assessment and certification and advice on legal metrology

Metrology • No legal metrology or ‘weights and measures’ institutional structure or inspectorate in Myanmar • Myanmar has not signed the Meter Convention or adopted the International System of Units (SI) • Old Burmese measurements standards continues to be see in daily commerce in the country • Metrology Division in the Standards Department has an established calibration laboratory

  27. Accreditation • No Accreditation Body (AB) in Myanmar • An AB is proposed in the new Standards Law – established with MSTRD • However, should not be considered a priority as certification bodies can easily access services from ABs within ASEAN

  28. Certification • 3 private sector companies offering certification services • 2 international companies – certification of ISO 22000 • 1 local company – certification to ISO 9001 • 12 Myanmar enterprises are certified to ISO 22000 • Many others appear to be certified to the ISO 9001 series

  29. Overall objective • To facilitate increased trade by strengthening the capacity of the National Quality Infrastructure (NQI) to international standards and to integrate fully into the international Quality Infrastructure (QI)

National Quality Infrastructure • The NQI can contribute to export led growth, promote sustainable development and reduce poverty by: • Improving the competitiveness of enterprises and strengthening the private sector of the economy, • Eliminating non-tariff barriers to trade and creating conditions for deepening economic integration into the multi-lateral regional and global trading systems, • Influencing the quality environment at a national level through application of international standards to the development of products and services, and • Improving income equality through the application of social standards to the workplace environment.

Reasons for UNIDO assistance • UNIDO as strategic partner for trade capacity building addresses specific and immediate problems facing developing countries in export trade by increasing supply capacity and then overcome the increasing technical barriers to trade. • UNIDO has over 40 years’ experience developing NQI to ensure the availability of conformity assessment services to the international standards required by exporters for global market access. • NQI comprises standardization, metrology, accreditation, conformity assessment and quality assurance including calibration and testing laboratories, inspection bodies and certification bodies. • A NQI that is internationally recognized and fully integrated into the International QI is a key driver of competitiveness and a precondition for the development of the private sector and sustainable economic growth.

Planned Activities in 2014: Asia Pacific Region • Finalize the National Quality Policy of Bangladesh, Bhutan and Myanmar • Continue to expand the scope of accreditation and strengthen the metrology institutions in Bangladesh, Bhutan, Maldives, Lao, Cambodia, Myanmar and Pakistan • Extend support to the seven metrology cells of the Maldivian atolls. • Organize regional level workshops/seminars on metrology and conformity assessment related issues for wider promotion of quality culture. • Pursue Inter-regional cooperation on metrology between Asian and African metrology institutions through APMP, AFRIMET and Global Metrology Academy.
