  3. Phase 1 • Literature review (Dec 2012 – February 2013) • Indicators checklist draft (March 2013 – May 2013) • Quantify and validate indicators with 2 community case study (June 2013 – August 2013)

Phase 2 • Phase 2 Milestones* • Revised indicators, including data requirements and with input from key informants and other stakeholders. • Crosswalk of indicator interdependencies • Practitioner report documenting post-disaster recovery in a broader set of communities (multi-state, multi-hazard). *Subject to FY14 Funding Availability

Phase 3 • Phase 3 Milestones* • Collect primary data collected on each indicator in real time during the post-disaster recovery period • Develop final, validated list of indicators in eight Core Capabilities, including: • Recommended and validated metrics • Crosswalk of interdependence between indicators • Proposed weighting or ranking to be used in calculating the quality of recovery in communities *Subject to FY14 Funding Availability
