Overview • Northamptonshire County Council is looking to appoint “Locality Lead Providers” (LLPs) to facilitate the implementation of a major part of their Prevention and Demand Management Strategy • The LLP will develop an arrangement to deliver prevention services relating to citizens, of any age, who for are identified as more likely to require specialist interventions in the future if effective support is not provided.
Overview These citizens will include: • Families with complex needs, including issues relating to interpersonal violence, substance misuse, mental health and learning disability. • Those at risk of offending or anti social behaviour. • Vulnerable adults who need support to ensure that they do not escalate into eligible social care services.
Overview • The LLP will aim to reduce the demand for specialist children’s services (such as social work led interventions) and adult social care services by identifying risk factors and providing a range of prevention services • The LLP will work with the newly created Targeted prevention service within CCL and the troubled families initiative
Overview It is intended that each LLP will cover a geographical area co-terminus with a borough or district council, as follows: • Corby • Daventry • East Northamptonshire • Kettering • Northampton • South Northamptonshire • Wellingborough
Key milestones in prevention and demand management journey • Prevention consultation 7th July 2011 • Locality user, carer, providers, politicians July – September • Report to Cabinet in November 2011 • Further consultation closed in Feb 2012 • Fair and equitable funding model developed • Cabinet May 8th proceed with locality commissioning • July 2012 provider event • Commence tender September 2012 for lead provider • Contract award early 2013
The Procurement Process • European Union ‘Part A’ conditions apply. • Prior Information Notice” published – August 15th to inform & attract prospective “new” providers. • Prospective “new” providers attend briefing session – 7th September 2012 • Contract notice and Pre Qualifying Questionnaire (PQQ) to be published on Source Northamptonshire w/c17th September 2012
The Procurement Process • Earliest possible closing date for PQQ applications 24th October 2012. • PQQ panel scoring and moderation of applications completed at the earliest by 14th November 2012. • Results input into Source Northamptonshire and corresponded to successful and unsuccessful bidders– 10 calendar days required. i.e. until at least 24th November. • Alcatel process re right for unsuccessful bidders to appeal – 10 calendar days. i.e. until at least 4th December
The Procurement Process • Competitive Dialogue - Invitation to dialogue process starts – At the earliest 5th December • Start date of contract to be decided • Duration of contract to be decided • Value of contract to be determined by Fair and equitable funding model
Market Development • Commissioners are scoping an event(s) with DfE DCLG for the third sector to bring together providers from different service areas associated with the PDM Strategy
Risks & Issues • No, or poor quality bidders for localities • TUPE liabilities • Start-up costs • Change management – customer/stakeholder perspectives • Legal challenge, appeals and lobbying • Time slippage
