Joint Strategic Needs Assessments Key principles • No need exists in isolation • Partnership is part of the solution • A clear picture of needs means stronger partnerships • Demand is not the same as need • Each JSNA requires local design
Approach in Social Work The aim of commissioning activities should be to achieve the best possible outcomes for communities as a whole, and for individuals who require care and/or support (SWIA Strategic Commissioning Guide – 2009) • Logic modelling approach – start with agreed outcomes • Involve all stakeholders in agreeing outcomes, assessing and forecasting need, options appraisal and planning. • Not just about buying a service from an external provider
Outcomes Based Commissioning Any commissioning that links investment to outcomes, which may involve facilitating and shaping the market for services. It moves the focus to results that may be achieved for individuals service by programmes and services (RIPFA, 2007) • Refocus attention on goals of care services • Move focus away from structures and boundaries • Provide greater opportunities for flexibility and responsiveness • Give greater control to service users • Improve service user satisfaction
Outcomes in Practice A joint, outcomes based approach will allow us to better assess need and target services which meet this need and achieve improved outcomes for service users.
Change Fund • Commitment by all partnerships to develop a commissioning plan • Opportunity to embed outcomes in this process.
