Role of RCC • Upon a Participant’s request, the RCC provides an independent review of the WSCC staff’s initial determination of non-compliance. (The RCC judges compliance against the reliability standards of the WSCC Reliability Criteria Agreement. The RCC does not debate the appropriateness of the criteria.) • RCC’s review is based solely on the WSCC staff report and Participant information. • The RCC will sustain the initial determination or substitute its own judgment regarding compliance. • The RCC periodically reviews the Reliability Management System and makes modification recommendations to WSCC Board of Trustees.

RMS Phase 2 Criteria • Operating Limits Available to System Operators • Protective Relay Application and Settings, and Remedial Action Schemes • Protective Relay and Remedial Action Scheme Misoperation • Interchange Schedule Tagging • Communication and Coordination of Operational System Data
