Regional Experience: Disaster Preparedness And Prevention Initiative (DPPI) Of Stability Pact For South Eastern Europe (SEE)".
Disaster Preparedness and Prevention Initiative Initiated in early 2000 First operational step was an assessment of the needs and capacities of 12 countries Regional Report
The DPPI Aim: To foster good neighborly relations and stability through the exchange of information, lessons learnt and best practices in the field of disaster management To enhance cooperation between DPPI partners in view of EU enlargement and the process of Euro – Atlantic integration for SEE countries
To support and encourage countries in the region to develop, adopt and/or enforce state of the art disaster emergency legislation, environmental regulations and codes designed to prevent and mitigate disasters in line with guidelines and practices accepted in the international community
Some of int. guidelines, tools available: • SPHERE-Project www.sphereproject.org • ReliefWeb www.reliefweb.int • OCHA Online www.ochaonline.un.org • Virtual OSOCC www.ocha.unog.ch/virtualosocc/ • Int. Search and Rescue Advisory Group (INSARAG) www.ochaonline.un.org/webpage.asp?Page=549 • UN International Strategy for Disaster Reduction (ISDR)www.unisdr.org
How? Work hand-in-hand with international organizations, non-governmental organizations, networks to streamline activities and avoid duplication Overview of existing projects (related to DM in SEE) started but not continued within the Security Sector Reform (SSR) Project
Examples: (with previous participation from Kosovo) Project on Disaster Management Training for SEE Seismological Network for SEE
Possible model: Joint Fire-fighting Unit (BIH/Croatia/Serbia-Montenegro) …border crossing arrangements
Challenges? • Critical Infrastructure Protection (CIP) and participation of many/most government institutions, bodies and private sector • Cooperation and coordination at all levels
