3(a) – Options for the Review Process • in-depth reviews of fourth national communications, which are due by January 1, 2006 (all Annex I Parties) • annual technical reviews of national GHG inventories (all Annex I Parties) • reviews of reports demonstrating progress achieved in meeting commitments under KP (RDPs) (Annex I KP Parties) • reviews of initial reports under the KP to demonstrate that institutions and systems are in place to account for GHG emissions, to estimate the assigned amount and commitment period reserve, and to report information relating to activities under Articles 3.3 and 3.4 of the Kyoto Protocol (afforestation, reforestation, grazing land management etc.) (Annex I KP).
Secretariat note – options for streamlining review, due to late entry into force of the KP: • In depth reviews of NC4 – due w/i 2 years of submission; Sec suggests compilation and synthesis report by COP 13 • Annual review of GHG inventories – due annually; Sec suggests review in conjunction with review of initial reports of KP Parties • Reports demonstrating progress – due May 2006; Sec suggests second half 2006 for COP/MOP 2 • Review of initial reports – due w/i 12 months – prioritise so can calculate Parties’ assigned amount, needed for flex mechs participation
Trends 1990-2003 • Annex I aggregate GHG emissions -5.9% (-6.5% w/ LULUCF) • 14 EIT Parties’ aggregate emissions -39.6% (-45.2% including LULUCF) • non-EIT Annex I emissions + 9.2% (+12.4% including LULUCF).
Annex I Sectoral Trends • Transport emissions up substantially + 21%. • International aviation emissions up substantially +51%. • International marine bunker fuel emissions –5% • Energy production emissions up; despite large decline for EITs. • Emissions from agric., waste, industrial processes down • HFC emissions +165% • PFC emissions - 27%. • SF6 emissions - 30%. • LULUCF: 5 Parties reported increase of +10%; 26 reported decrease +10%.
3(c) Status Report of Third NCs - AI • Secretariat facilitates in-depth reviews of Annex I Nat Comms • 38 Parties had submitted Third NCs received as of Nov 2005 • 35 in-depth reviews had been conducted • 2 not yet submitted (Ukraine, Lux), 1 not yet reviewed
4(b) Non-Annex Synthesis Reports 122 National Communications Thematic syntheses • Sustainable development and the integration of climate change concerns into medium and long-term planning • GHG Inventories of emissions • Measures contributing to addressing climate change • Research and systematic observation • Climate change impacts, adaptation measures and response strategies • Education, training and public awareness
