FUSD Reclassification Criteria District establishes local reclassification policies and procedures: • Passing the English Language Proficiency Assessment • Teacher Evaluation • Passing the District Benchmark Assessment • Parent opinion and consultation
Reclassification Timeline • Schools were notified the week of May 7th of students who are eligible for reclassification • School staff will recommend reclassification and notify parents for approval • Reclassification forms due to Fed and State by June 1st
Alternative Assessment for English Learners with Special Needs • Ventura County Comprehensive Alternative LanguageProficiencySurvey (VCCALPS) is an alternative assessment that is used in place of ELPAC for English Learner with Special Needs • VCCALPS is given to students who, due to their disability, cannot access ELPAC • Assess all areas required by CDE • IEP team must recommend VCCALPS as alternative assessment
Procedures for Reclassifying English Learners with Special Needs • Complete English Language Participation Criteria for Alternative Assessment Worksheet • Reclassification Worksheet • IEP team recommends reclassification based on VCCALPS results • Copy of IEP page that demonstrated language goals • Copy of VCCALPS Summary Sheet Fed and State & Special Ed will review the above information to determine reclassification
Initial ELPAC Testing Window • Fed and State staff have attended training on how to administer the initial ELPAC test • Testing begins on July 1st • Test is shorter in length than the annual test • 30 calendar days to complete the assessment upon enrollment • Students who take the initial test will still be required to take the annual test during the same school year
Applying for Title 3 LEP/Immigrant • Title 3 are federal funds for English Learners and immigrant students • FUSD will apply for Title 3 Limited English Proficient and Immigrant funds for 18-19 school year • Apply funding through Consolidated Application and Reporting System (CARS) by June 30, 2018

Chair stipends • 4.3: Parent workshops • 4.5: Personnel to support English Learner families • 4.6: Elementary counselors at all elementary sites
