Fix the Flawed DfE Formula • National and local factors • 80% of funding from nationally agreed factor weights • 20% of local allocation to top-up national factors • Schools that lose out under the flawed formula • Rural Schools • Schools highly favoured under the old system • Schools with falling rolls • Action Plan to help schools losing out • Rural factor based on Sparsity – need a working party • Identify over simplification – 38 old vs 9 new factors • Explore Mobility as local factor • Short-term variance from census data in current allocation • Falling rolls protection - Medium-term deviation from established pupil numbers

Interim Steps to Fairer National Funding • No new money for Education sector • Encourage WCC and f40 to stop asking for “uplifts” • Distribution of Standards Fund is scandalous • Previous distribution rationale discarded (mainstreamed) • Every pupil has a right to an equal share of the fund • Worth £8.31 million to Worcestershire • Aim for fair distribution in 2014-15 – model now? • Organise campaign • Get LA, Councillors, MPs & f40 to adopt approach • Coordinate school governors to lobby MPs / ministers • Collaborate with other low funded counties • Finally involve unions, and national press

Full Fair National Funding Solution • Gain acceptance for national factors • Agree initial weights for national factors with f40/DfE • Integrate pupil premium into national pot to fund appropriate weighting of key factors • Lobby DfE to shadow 2013-14 national allocation with national factors • Try different factors, different weights • Establish agreed factor weights for national consultation on shadow allocation of 2014-15 data • Push for implementation date post 2015
