  3. Introduction • Dutch-Belgian cooperation following UNECE recommendations • Comparing migration statistics • NL & BE: register-based data on migration flows • Problem: emigration underreported • self-reporting • unfamiliarity • no incentives • asylum seekers?

  4. Definitions the Netherlands • Immigration: expected stay at least 4 months within next 6 • Emigration: expected stay at least 8 months within next 12 • Ex-post calculations using UN 12-months criterion show: 90 % of emigrants meet 12m criterion

  9. BelgiumDefinitions • Immigration: Based on self report with intended duration of stay at least 3 months for those who need a residence permit. Based on self report without time criterion for all others • Emigration: Based on self report without time criterion • Municipalities have to register or deregister ex officio all persons that did not report their migration

  10. BelgiumInternational migration statistics • Immigration: The country of origin is not an official information and Statistics Belgium cannot produce statistics on country of origin. In practice this information is only available for those who left Belgium before. • Emigration: The country of destination is known only in case of self report but as a whole 40% of emigrations are not reported.

BelgiumEstimating International migration flows • For both immigration and emigration flows we will share the migrations with unknown origin or destination according to citizenship of the concerned person. • So we assume that Dutch arriving in Belgium from unknown origin (info not available for Statistics) come in fact from the Netherlands. • While all Dutch leaving Belgium with unknown destination (as they did not report their emigration) are emigrating to the Netherlands.

CONCLUSIONS • Comparing estimated figures given by the two countries we may conclude that : • Migration flows from Belgium to the Netherlands show similar levels and trends but this comparison help to identify an important change of administrative rule to be identified in Belgium in 2003. • Migration flows from the Netherlands to Belgium show higher level in the Dutch estimation but the trends are similar. More investigations are needed in order to clarify the problem (e.g. by comparing age and sex structure of these migrants…). • Bilateral cooperation is really essential to improve international migration statistics in most countries.
